• To improve access and delivery of healthcare:<br />

1. Develop a comprehensive strategic plan <strong>for</strong> <strong>Newark</strong>’s<br />

healthcare system led by the <strong>City</strong> of <strong>Newark</strong> in coordination<br />

with the <strong>Newark</strong> Health Services Community,<br />

the State of New Jersey, and the federal government<br />

to ensure that <strong>Newark</strong> can efficiently meet the healthcare<br />

needs of its residents. The plan should address the<br />

among other issues.<br />

Education & Knowledge Creation<br />

<strong>Newark</strong> is the largest higher education center in New Jersey.<br />

It is home to five leading universities and colleges<br />

(Essex County College, New Jersey Institute of Technology<br />

(NJIT), Rutgers University, Seton Hall Law School, and<br />

the University of Medicine and Dentistry of New Jersey<br />

(UMDNJ)). It also has a wealth of newly developed interdisciplinary<br />

resources that bring together leaders, students,<br />

entrepreneurs, corporate executives, and investors — in<br />
