The community benefits from a stronger health system with<br />

well-trained, adequate staff and better job opportunities.<br />

Finally, a career lattice will help <strong>Newark</strong> systematically<br />

monitor regional work<strong>for</strong>ce supply and demand to ensure<br />

the availability of adequate health care resources.<br />

The HS Action Team recommends that industry leaders create<br />

a Health Services Career Lattice (HSCL) to take advantage<br />

of <strong>Newark</strong>’s health sector strengths and address work<strong>for</strong>ce<br />

shortages (see Fig. 19). In <strong>Newark</strong>, a variety of organizations<br />

will collaborate to create the HSCL, including the<br />

<strong>Newark</strong> One-Stop, a city-run center that offers work<strong>for</strong>ce<br />

development training, job search assistance and counseling;<br />

the New Jersey Department of Labor and Work<strong>for</strong>ce Development;<br />

the <strong>Newark</strong> Work<strong>for</strong>ce Investment Board (<strong>Newark</strong><br />

WIB); <strong>Newark</strong> health care providers, and educational institutions.<br />

The ef<strong>for</strong>t will target allied health positions, such as<br />

home health aides, medical technicians, and phlebotomists.<br />

To publicize the HSCL opportunity and educate incumbent<br />

health care workers about the various professional pathways<br />

within health services, a brochure, modeled after the<br />

Philadelphia Life Science Career Alliance “Choose a Path<br />

that Changes Lives” career guide, will be produced. 78 This<br />

guide will provide descriptions of health sector occupations,<br />

their approximate salary range, the training required <strong>for</strong><br />

such positions, and the local training institutions currently<br />

offering the required coursework and credentials.<br />

On February 24, 2006, the HS Action Team presented the<br />

career lattice model to a broad audience of training providers,<br />

work<strong>for</strong>ce intermediaries, and health sector employers.<br />

They greeted the proposal to establish a lattice in <strong>Newark</strong><br />

with enthusiasm and expressed their commitment to the<br />

initiative.<br />

Presently, the Team is <strong>for</strong>ming an oversight committee, the<br />

Health Services Collaborative Advisory Committee (HSCAC),<br />

made up of members of the HS Action Team as well as the<br />

Health Services community. In addition, the career lattice<br />

meeting participants agreed to <strong>for</strong>m four sub-committees:<br />

screening and recruitment; career advancement; training<br />

curriculum; and funding. Each of these sub-committees<br />
