• Increasing the access and availability of health care to<br />
<strong>Newark</strong> residents by developing a comprehensive health<br />
care system strategy, which will address the obstacles<br />
<strong>Newark</strong>’s doctors and hospitals face in providing care.<br />
Issues Identified<br />
Labor Shortages: Labor shortages in the nursing and allied<br />
health professions, coupled with rising demand <strong>for</strong> health<br />
services, make it difficult <strong>for</strong> workers to consistently provide<br />
high-quality care. Vacancy rates in the nursing field average<br />
10 to 12 percent nationally. 59 Presently, the RN shortage in<br />
New Jersey is estimated to be more than 10,000. 60 However,<br />
the gap between the state’s supply and demand of RNs is<br />
expected to grow to 42,400 by the year 2020 (see Fig. 17). 61<br />
Meanwhile, the population aged 65 and over is projected<br />
to grow by 29 percent in New Jersey by 2020.Research by<br />
the New Jersey Collaborating Center <strong>for</strong> Nursing at Rutgers<br />
University revealed that if the shortage is allowed to grow<br />
at its current rate, in 2020 almost one in two patients in the<br />
state will not have nursing care.<br />
In a number of key health care positions, New Jersey has<br />
fewer practitioners than the national average. There were<br />
19.8 nurse practitioners per 100,000 in New Jersey in<br />
