2. Plan to Serve Multi-Lingual Refugee Population (Proposal<br />

Section 3.2) – Limit to Three (3) Pages<br />

The Proposer shall describe how it plans to provide<br />

linguistically and culturally sensitive services to all<br />

Participants, and address the community concerns that<br />

community partners may raise related to this population. The<br />

plan must be mindful <strong>of</strong> Civil Rights requirements, as well as<br />

the specific employment services, specialized supportive<br />

services, other supportive services such as transportation and<br />

ancillary services related to the refugee population that the<br />

Proposer is targeting. Proposers shall describe the challenges<br />

it expects in serving the multi-lingual speaking Participants in<br />

Los Angeles County and provide how it plans on meeting<br />

these challenges. Proposer shall describe their plans and<br />

define timeframe needed to readily adjust and<br />

accommodate changes in the event a new language group<br />

enters its service area.<br />

3. Plan to Meet Program Standards and Performance<br />

Outcome Measures (Proposal Section 3.3) – Limit to<br />

Three (3) Pages<br />

Provide specific methods and strategies in maximizing job<br />

placements, assisting Participants in overcoming barriers to<br />

employment, providing quality case management and overall<br />

promoting self-sufficiency. At minimum, Proposer should<br />

explain how it would monitor and meet the Program Standards<br />

and Performance Outcome Measures. (See Attachment B,<br />

Statement <strong>of</strong> Work, Section 6.0, Performance Outcome<br />

Measures and Attachment C, Technical Exhibits, A-21 & A-23.<br />

4. Plan for Working Within the Community (Proposal Section<br />

3.4) – Limit to Three (3) Pages<br />

The Proposer shall describe how it will outreach and link with<br />

community agencies to provide employment services for the<br />

current refugee population in Los Angeles County it is bidding<br />

on. (See Attachment B, Statement <strong>of</strong> Work, Section 4.16 and<br />

4.17).<br />

5. Customer Service Plan (Proposal Section 3.5) – Limit to<br />

Three (3) Pages<br />

The Proposer shall describe its plan for addressing customer<br />

concerns and complaints regarding its provision <strong>of</strong> services<br />

and the performance <strong>of</strong> its employees. (See Attachment A,<br />

Sample Contract, Subsection 8.10, Complaints.)<br />
