The purpose of this report is to inform members of the consultation responses to<br />

proposed options for <strong>waiting</strong> <strong>restrictions</strong> for <strong>Sweetbriar</strong> industrial estate select a<br />

preferred option and confirm its implementation.<br />

Recommendations<br />

To:-<br />

(1) agree that introduction of the <strong>waiting</strong> <strong>restrictions</strong> on the <strong>Sweetbriar</strong><br />

<strong>Industrial</strong> <strong>Estate</strong> as shown on Plan No. PL/TR/3355/786-2.1 represents<br />

the most appropriate solution to the issues raised there consequent on<br />

the responses received to the extensive consultation;<br />

(2) ask the Head of Transportation and Landscape and Head of Legal,<br />

Regulatory and Democratic Services to undertake the necessary statutory<br />

processes associated with the introduction of the <strong>waiting</strong> <strong>restrictions</strong><br />

shown on Plan No. PL/TR/3355/786-2.1<br />

Financial Consequences<br />

The introduction of <strong>waiting</strong> <strong>restrictions</strong> is funded by the Local Transport Plan.<br />

Strategic Priority and Outcome/Service Priorities<br />

The report helps to meet the strategic priority “Strong and prosperous city –<br />

working to improve quality of life for residents, visitors and those who work in the<br />

city now and in the future” and the service plan priority of delivering the Local<br />

Transport Plan<br />

Report<br />

Background<br />

1. Following previous consultation with business about a preferred parking<br />

proposal for the <strong>Sweetbriar</strong> <strong>Industrial</strong> <strong>Estate</strong> it was agreed at the July 23 rd 2009<br />

meeting of the <strong>Norwich</strong> Highways Agency Committee to defer a decision on<br />

proposed <strong>waiting</strong> <strong>restrictions</strong> pending further consultation.<br />

2. Following this meeting four options were developed by Transportation officers,<br />

these plans are included in the appendix and are as follows:<br />

• Option 1: Main roads and junctions protected<br />

• Option 2: Option 1 plus requests for parking controls from businesses<br />

• Option 3: Combines Option 1 and 2 plus protection for all site accesses<br />

• Option 4: No change; no new parking controls proposed<br />

3. All businesses on the <strong>Sweetbriar</strong> <strong>Industrial</strong> estate were sent a voting sheet<br />

with an explanatory covering letter and plans for each option (copies in<br />

Appendix) on the week commencing 12 th October 2009 with a response date of<br />

Friday 6 th November 2009. The response sheet invited businesses to rank the<br />

options in order of preference with 1 being most preferred and 4 least preferred.<br />

62 businesses responded, out of 102 business addresses on the <strong>Sweetbriar</strong><br />

industrial estate which represents a 61% response rate. 12 consultation packs<br />

sent to addresses on the estate were returned by Royal Mail; these have not<br />

been counted for the purposes of establishing the response rate.<br />

4. The number of votes received were as follows:<br />

5. It is very clear from the responses to option 4 (the do nothing option) that a<br />

significant majority of businesses recognise and agree that some form of<br />

parking control within the estate is desirable. Option 2 received most votes as<br />

the preferred option, ranked first by a third of businesses, and first or second by<br />

nearly 60% of businesses. Comments from some of the businesses were also<br />

received, and these are detailed below, together with an officer response

not proposed as part of the<br />

recommended option.<br />

The recommended option includes<br />

provision for <strong>waiting</strong> <strong>restrictions</strong> for the<br />

entrance to Elvin Way.<br />

All <strong>waiting</strong> <strong>restrictions</strong> in <strong>Norwich</strong> are<br />

legally enforceable. The <strong>Norwich</strong> <strong>City</strong><br />

<strong>Council</strong> Civil Enforcement team patrol<br />

city wide and can attend on request.<br />

All businesses on <strong>Sweetbriar</strong> have<br />

allocated off street parking. All options<br />

include provision of on street parking to<br />

accommodate additional demand.<br />

The <strong>waiting</strong> <strong>restrictions</strong> will not prevent<br />

vehicles from stopping to deposit mail.<br />

Waiting <strong>restrictions</strong> on one side of road<br />

will not be adequate to tackle<br />

obstruction and hindrance to<br />

businesses on the unprotected side of<br />

the road.<br />

to co-operate. The Snack Bar may be<br />

subject to legal action from <strong>Norwich</strong><br />

<strong>City</strong> <strong>Council</strong> if it presents a road safety<br />

hazard. Waiting <strong>restrictions</strong> in Options<br />

2 and 3 seek to protect the junction of<br />

Page Road and Frensham Road as<br />

much as possible without the removal<br />

of the Snack Bar.<br />

Some roads on <strong>Sweetbriar</strong> are not<br />

adopted and cannot have <strong>waiting</strong><br />

<strong>restrictions</strong> installed these include:<br />

Elvin Way and Telford Close and most<br />

site accesses off the main roads.<br />

Private parking companies can be<br />

utilised to protect non adopted roads<br />

from unauthorised parking<br />

Discussion<br />

6. It is the officers view that an option based primarily on option 2 should be<br />

pursued (in accordance with the results of the survey, but there are two local<br />

issues (not originally shown on option 2, but included in other options). Namely<br />

the provision of parking controls in Naylor Road, and the access to Elvin Way,<br />

which were supported in the consultation by a majority of those affected and<br />

should, therefore, be incorporated into the preferred option.<br />

Conclusion<br />

7. It is recommended that Option 2.1 as shown in plan PL/TR/3355/786-2.1 is<br />

accepted for implementation which adds <strong>waiting</strong> <strong>restrictions</strong> at the entrance to<br />

Elvin Way and on one side of the road and the turning head of Naylor Road.<br />

8. As requested by businesses on these estate roads and generally reflected<br />

overall in their voting for Option 3 which proposed more extensive <strong>waiting</strong><br />

<strong>restrictions</strong> for the estate.<br />

9. This amendment reflects the needs of businesses that require access for larger<br />

vehicles to access their premises. This is considered to take precedence over<br />

the need for on street parking which can be accommodated in various locations<br />

around the estate.<br />

10. It appears that a number of businesses with customer or staff parking on estate<br />

roads are causing obstruction and access difficulties for other businesses on<br />

the estate which require HGV access.

You may recall that over the last 12 months you have been asked about possible new parking<br />

<strong>restrictions</strong> on the estate. The consultations generated very strong opinions both in favour of, and<br />

against, the suggested <strong>restrictions</strong>. In July the <strong>Norwich</strong> Highways Agency Committee considered the<br />

objections and asked officers to look again at the proposals to see whether there was a way forward that<br />

maintained access where needed, but did not harm the viability of businesses that are already struggling<br />

in the current economic climate.<br />

Further work has taken place and we believe there are 4 possible options. These are shown in detail on<br />

the enclosed plans and can be summarised as;<br />

Option 1: Only the main estate roads and junctions are protected<br />

Option 2: Option 1 plus locations where we have had requests from businesses<br />

Option 3: Combines Options 1 and 2 plus protection for all estate site accesses<br />

Option 4: No change from the existing situation; no new <strong>restrictions</strong> proposed<br />

I would be grateful if you could take some time to consider the options and decide which would be most<br />

suitable, not just for your business but for the estate as a whole. It would be very useful if you could rank<br />

the options in order of priority, with 1 being your favoured option and 4 being the one you would least like<br />

to see. This will assist us in deciding which the best compromise solution for all businesses is. You can<br />

either fax your response to 01603 213548 or complete the attached form and return it using the Freepost<br />

envelope provided. The closing date for responses is Friday 6 th November 2009.<br />

Your comments will be summarised in a report to be submitted to a future public meeting of the <strong>Norwich</strong><br />

Highways Agency Committee where a decision will be made on which of the 4 options will be adopted.<br />

It is important that you let us know what you think, as once a decision has been made about the option to<br />

implement there will not be the opportunity to review the parking <strong>restrictions</strong> again for at least 3 years. I<br />
