Norwich Highways Agency report and minutes: Matters arising from amendments
and corrections to Annual Waiting Restrictions 2008/9 23 July 2009; and
Waiting restrictions requests for implementation in 2008/9” 26 March 2009
Report
Background
1. Following previous consultation with business about a preferred parking
proposal for the Sweetbriar Industrial Estate it was agreed at the July 23 rd 2009
meeting of the Norwich Highways Agency Committee to defer a decision on
proposed waiting restrictions pending further consultation.
2. Following this meeting four options were developed by Transportation officers,
these plans are included in the appendix and are as follows:
• Option 1: Main roads and junctions protected
• Option 2: Option 1 plus requests for parking controls from businesses
• Option 3: Combines Option 1 and 2 plus protection for all site accesses
• Option 4: No change; no new parking controls proposed
3. All businesses on the Sweetbriar Industrial estate were sent a voting sheet
with an explanatory covering letter and plans for each option (copies in
Appendix) on the week commencing 12 th October 2009 with a response date of
Friday 6 th November 2009. The response sheet invited businesses to rank the
options in order of preference with 1 being most preferred and 4 least preferred.
62 businesses responded, out of 102 business addresses on the Sweetbriar
industrial estate which represents a 61% response rate. 12 consultation packs
sent to addresses on the estate were returned by Royal Mail; these have not
been counted for the purposes of establishing the response rate.
4. The number of votes received were as follows:
Table 1: Results of consultation on options
Option 1 Option 2 Option 3 Option 4
Ranked 1 st 17 (28%) 21 (36%) 11 (19%) 10 (17%)
Ranked 2 nd 15 (27%) 15 (27%) 13 (24%) 12 (22%)
Ranked 3 rd 26 (46%) 19 (34%) 9 (16%) 2 (4%)
Ranked 4 th 0 2 (4%) 23 (41%) 31 (55%)
5. It is very clear from the responses to option 4 (the do nothing option) that a
significant majority of businesses recognise and agree that some form of
parking control within the estate is desirable. Option 2 received most votes as
the preferred option, ranked first by a third of businesses, and first or second by
nearly 60% of businesses. Comments from some of the businesses were also
received, and these are detailed below, together with an officer response
.Comments received from the parking options consultation:
Comment
Frensham Road business:
Strong support for parking controls,
essential to enable operation of
business by allowing unhindered
access for deliveries by lorry and HGV
Naylor Road businesses:
Business 1: Request for restrictions
northside of Naylor Road to be
included in any option to enable
access by HGV to business
Business 2: Strong request for Option
3 (entire close has waiting restrictions)
Zobel Close business:
Request for restrictions on entire
length of Zobel Close
Elvin Way business
Request that Elvin Way access is
protected from parking
Elvin Way business:
Concern that any new waiting
restrictions will be redundant if not
enforced
Several businesses:
Concern that waiting restrictions will
result in loss of parking for small
businesses
Several businesses:
Concern that waiting restrictions near
to Post Box on Hellesdon Hall Road
will be problematic
Several businesses:
Suggestion that waiting restrictions are
only installed on one side of the main
estate roads (Frensham and Burnet
Roads)
Officer response
Waiting restrictions for businesses that
requested them have been
incorporated into the recommended
option.
The recommended option includes
waiting restrictions on Naylor Road.
The majority of businesses in Zobel
Close do no support additional waiting
restrictions in the area, and these are
not proposed as part of the
recommended option.
The recommended option includes
provision for waiting restrictions for the
entrance to Elvin Way.
All waiting restrictions in Norwich are
legally enforceable. The Norwich City
Council Civil Enforcement team patrol
city wide and can attend on request.
All businesses on Sweetbriar have
allocated off street parking. All options
include provision of on street parking to
accommodate additional demand.
The waiting restrictions will not prevent
vehicles from stopping to deposit mail.
Waiting restrictions on one side of road
will not be adequate to tackle
obstruction and hindrance to
businesses on the unprotected side of
the road.
Comment
Two businesses:
Officer response
The operator of the Snack Bar was
Suggestion that Woody’s Snack Bar on
Frensham Road is relocated away
from the junction to enable better
visibility for vehicles exiting Page
Road.
Albertine Close and Telford Close
business: Concern that parking
pressures will spread to other parts of
the industrial estate
asked to voluntarily relocate by the
transportation officer but they declined
to co-operate. The Snack Bar may be
subject to legal action from Norwich
City Council if it presents a road safety
hazard. Waiting restrictions in Options
2 and 3 seek to protect the junction of
Page Road and Frensham Road as
much as possible without the removal
of the Snack Bar.
Some roads on Sweetbriar are not
adopted and cannot have waiting
restrictions installed these include:
Elvin Way and Telford Close and most
site accesses off the main roads.
Private parking companies can be
utilised to protect non adopted roads
from unauthorised parking
Discussion
6. It is the officers view that an option based primarily on option 2 should be
pursued (in accordance with the results of the survey, but there are two local
issues (not originally shown on option 2, but included in other options). Namely
the provision of parking controls in Naylor Road, and the access to Elvin Way,
which were supported in the consultation by a majority of those affected and
should, therefore, be incorporated into the preferred option.
Conclusion
7. It is recommended that Option 2.1 as shown in plan PL/TR/3355/786-2.1 is
accepted for implementation which adds waiting restrictions at the entrance to
Elvin Way and on one side of the road and the turning head of Naylor Road.
8. As requested by businesses on these estate roads and generally reflected
overall in their voting for Option 3 which proposed more extensive waiting
restrictions for the estate.
9. This amendment reflects the needs of businesses that require access for larger
vehicles to access their premises. This is considered to take precedence over
the need for on street parking which can be accommodated in various locations
around the estate.
10. It appears that a number of businesses with customer or staff parking on estate
roads are causing obstruction and access difficulties for other businesses on
the estate which require HGV access.

Dear «contact»
New parking options for Sweetbriar Industrial Estate
You may recall that over the last 12 months you have been asked about possible new parking
restrictions on the estate. The consultations generated very strong opinions both in favour of, and
against, the suggested restrictions. In July the Norwich Highways Agency Committee considered the
objections and asked officers to look again at the proposals to see whether there was a way forward that
maintained access where needed, but did not harm the viability of businesses that are already struggling
in the current economic climate.
Further work has taken place and we believe there are 4 possible options. These are shown in detail on
the enclosed plans and can be summarised as;
Option 1: Only the main estate roads and junctions are protected
Option 2: Option 1 plus locations where we have had requests from businesses
Option 3: Combines Options 1 and 2 plus protection for all estate site accesses
Option 4: No change from the existing situation; no new restrictions proposed
I would be grateful if you could take some time to consider the options and decide which would be most
suitable, not just for your business but for the estate as a whole. It would be very useful if you could rank
the options in order of priority, with 1 being your favoured option and 4 being the one you would least like
to see. This will assist us in deciding which the best compromise solution for all businesses is. You can
either fax your response to 01603 213548 or complete the attached form and return it using the Freepost
envelope provided. The closing date for responses is Friday 6 th November 2009.
Your comments will be summarised in a report to be submitted to a future public meeting of the Norwich
Highways Agency Committee where a decision will be made on which of the 4 options will be adopted.
It is important that you let us know what you think, as once a decision has been made about the option to
implement there will not be the opportunity to review the parking restrictions again for at least 3 years. I
look forward to hearing from you soon.
Yours faithfully
