Resident feedback<br />
In August residents, council officers, councillors and police were out and about in the area<br />
to discuss any ongoing local issues. We would like to thank everyone who was able to<br />
come along and take part.<br />
Whether you were able to come along or not, we think it is important to give you some<br />
feedback about the issues raised, as well as what we are doing to try and resolve them.<br />
Below is a summary of the general neighbourhood issues raised. Individual or personal<br />
issues will be fed directly back to the resident.<br />
Summary of neighbourhood issues:<br />
Issue One:<br />
You reported a number of problems within <strong>Saffron</strong> <strong>Square</strong> including: damage to one<br />
of the circular flower beds, blocked guttering and drainpipes,<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
A work order to repair all of these issues has been placed with our Contractor Norse; you<br />
should expect this to take place in the next week or two.<br />
Issue Two:<br />
You advised that the area where the communal bins are at <strong>Saffron</strong> <strong>Square</strong> is<br />
unsightly. The residents requested that the wood should be higher than the bins to<br />
hide them from sight.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
<strong>Saffron</strong> <strong>Square</strong> is on the Housing Waste Project list to be looked at with a view to improve<br />
the facilities. This normally results in new bins, new compounds, fencing etc. This is a long<br />
term project delivered over several years and as such we are looking into other funding<br />
opportunities for a short term solution such as adding trellis, however this will be dependant<br />
on whether we are successful in the bid.<br />
Issue Four:<br />
You told us residents sometimes have trouble parking around <strong>Saffron</strong> <strong>Square</strong> and<br />
asked if we could create specific parking bays for <strong>Saffron</strong> <strong>Square</strong> residents where<br />
the grass is by the flats.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />

However we can confirm the department responsible for maintenance, repairs and<br />
improvements to <strong>Saffron</strong> <strong>Square</strong> will investigate this and we hope to have a response<br />
shortly.<br />
Issue Five:<br />
You asked about problems with the outside roofs by the balconies on the Foster<br />
Road side of Suffolk <strong>Square</strong> – the plaster is dropping off. Some has been taken off<br />
and the area cordoned off with stakes, but it has been in this state for a few weeks<br />
with no movement.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
The department responsible for maintenance, repairs and improvements to <strong>Saffron</strong> <strong>Square</strong><br />
will investigate this and we hope to have a response shortly.<br />
Issue six:<br />
You reported the security doors in <strong>Saffron</strong> <strong>Square</strong> are working sporadically causing<br />
security concerns.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
Thank you for bringing this to our attention; we have sent this to Alphatrack for investigation<br />
and repair.<br />
Issue seven:<br />
You told us about both a gas canister on the roof of <strong>Saffron</strong> <strong>Square</strong> and problems<br />
with pigeons nesting on the overflow pipes and leaving mess on the floors below.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
The team responsible will investigate this and we hope to have a response shortly.<br />
Issue eight:<br />
You told us about fly tipping in the area.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
We have removed the fly tipped Items. To help us crack down on fly-tipping and to clean<br />
up your neighbourhood please report incidents to the council on 0344 980 3333 or email<br />
info@norwich.gov.uk. Alternatively you can complete the online reporting form on our<br />
website www.norwich.gov.uk If possible record the following information: date, time, place,<br />
description of people seen, vehicle details including make, model, colour and registration<br />
and the type of waste.<br />
Issue nine:<br />
You advised the wall opposite 106 Hillmead is damaged needing urgent attention.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
The wall has subsequently been investigated and a work order placed for its repair, you<br />
can expect this to be completed by the end of the month.<br />

You told us that a quad bike is driven very fast and noisily down Brightwell Road.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
We have passed this on to your local police team for their information.<br />

Issue eleven:<br />
You complained about bins permanently left on streets on Brightwell Road.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
Bins left out on the pavement permanently cause an inconvenience to neighbours and<br />
pedestrians. We are currently investigating problems on Bullard & George Pope Road with<br />
bins. Those proved to be persistent offenders could expect a fine of £80 being issued.<br />
However, our wardens have carried out 2 separate site visits and not found any bins left on<br />
the street, as such no further action will be taken.<br />
Issue twelve:<br />
You reported a couple of untaxed vehicles in the area.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
We have reported these two vehicles. If in the future, you believe a vehicle is not taxed,<br />
you have two options. Either contact the <strong>Council</strong>’s parking services team through the<br />
normal route and we can issue a CLE form and inform the DVLA or you can report this<br />
direct to the DVLA yourself.<br />
To report the problem direct start by checking first, using the Driver and Vehicle Licensing<br />
Agency (DVLA) online vehicle enquiry service by imputing the car’s registration number<br />
and make of the vehicle: The website is:<br />

You will need to provide the details about the vehicle: registration number, make, model<br />
and colour plus details about the location of the vehicle. Having checked if the car is<br />
untaxed, you can then report untaxed vehicles online to the DVLA on:<br />

Issue thirteen:<br />
Residents complained about a trade vehicle permanently parked on Brightwell Road.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
There are no parking restrictions on Brightwell Road, and as such we have no powers to<br />
enforce or restrict parking on Brightwell Road.<br />

Issue fourteen: You told us about Graffiti in area.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
The Graffiti has been reported where it is on city council property and subsequently<br />
removed. Residents can help us clear graffiti promptly by reporting incidents to the council<br />
on 0344 980 3333 or email info@norwich.gov.uk. Alternatively you can complete the online<br />

eporting form on our website www.norwich.gov.uk. Responsibility of clearing graffiti from<br />
private properties / local business sits with the owner. There are a number of private<br />
cleaning contractors that offer a graffiti removal service.<br />
Issue fifteen:<br />
You told us about a couple of dead trees on Brightwell Road and that a tree needs<br />
trimming on Harmer Road.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
We have reported both of these tree issues to our Arboricultural Officer; the trees on<br />
Brightwell Road will be inspected and they’ll be removed if considered dangerous. The<br />
trees on Harmer Road that were sprouting from the bottom have all had these removed.<br />
Issue sixteen:<br />
You advised the bin store for 17 – 31 Hillmead has communal bin with no lid.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
We have reported this through to our contractors for replacement, under reference number:<br />
EH12/24481<br />
Issue seventeen:<br />
You told us about cars occasionally parking on the inside of the double yellow lines<br />
by the junction of Harmer Road / Woodcock rd, blocking visibility.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
Parking on the inside of double yellow lines is still classed as illegal parking. Residents are<br />
advised to report this through to the council when the problem occurs with details of the<br />
car/s to enable our parking enforcement officer to attend.<br />
Issue eighteen: You advised the pathway has sunk on the corner of Harmer Road<br />
outside no. 44.<br />
The <strong>City</strong> <strong>Council</strong>’s response is:<br />
A highways officer will complete a site inspection and arrange for work, if necessary.<br />
