e further facilitated by the federal government’s commitment to achiev<strong>in</strong>g<br />
the United Nations’ Millennium Development Goals, and <strong>in</strong>creas<strong>in</strong>g the share<br />
of development aid from the current 0.39% of GDP to 0.7% of GDP <strong>in</strong> 2015. In<br />
recent years attempts to fulfil these commitments have ga<strong>in</strong>ed momentum (<strong>in</strong><br />
1997–2004 Germany allocated only 0.27% of its GDP to development aid).<br />
Greater emphasis on cooperation with emerg<strong>in</strong>g economies is also evident<br />
<strong>in</strong> the German concept of foreign cultural and educational policy<br />
(“Foreign cultural and educational policy <strong>in</strong> the times of globalisation:<br />
w<strong>in</strong>n<strong>in</strong>g partners, transferr<strong>in</strong>g values, represent<strong>in</strong>g <strong>in</strong>terests” 10 ) published<br />
<strong>in</strong> 2011 by the Federal M<strong>in</strong>istry of Foreign Affairs. The concept highlights<br />
the fact that <strong>in</strong> the con<strong>text</strong> of grow<strong>in</strong>g globalisation pressures, apart<br />
from ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g its old alliances <strong>in</strong> Europe Germany should build new partnerships<br />
which could support it <strong>in</strong> solv<strong>in</strong>g global problems, for example at the<br />
UN forum. The document mentions India as an example of a country which is<br />
receiv<strong>in</strong>g relevant support from German education and cultural policy <strong>in</strong>stitutions<br />
<strong>in</strong> the form of co-fund<strong>in</strong>g for German language lessons <strong>in</strong> 1000 schools<br />
and the organisation of a Germany Year. Germany’s cooperation with Ch<strong>in</strong>a<br />
(partnerships between universities and campus build<strong>in</strong>g) and Brazil (build<strong>in</strong>g<br />
the German House of Knowledge and Innovation <strong>in</strong> São Paolo and organis<strong>in</strong>g<br />
a Germany Year <strong>in</strong> Brazil) are similar <strong>in</strong> nature. Further, the concept suggests<br />
us<strong>in</strong>g certa<strong>in</strong> <strong>in</strong>struments more frequently <strong>in</strong> cooperation with foreign<br />
partners. These <strong>in</strong>clude educational cooperation (promot<strong>in</strong>g German language<br />
courses, cultural policy); develop<strong>in</strong>g foreign educational policy (prepar<strong>in</strong>g academic<br />
syllabuses for foreigners and <strong>in</strong>troduc<strong>in</strong>g a new scholarship system);<br />
coord<strong>in</strong>at<strong>in</strong>g the activities of German foreign organisations with projects carried<br />
out by educational and cultural <strong>in</strong>stitutions; and <strong>in</strong>tensify<strong>in</strong>g the use of<br />
modern forms of communication to ma<strong>in</strong>ta<strong>in</strong> the positive image of Germany<br />
<strong>in</strong> foreign media. The scale of the change of perspective <strong>in</strong> German foreign cultural<br />
and educational policy can be proved by the fact that, <strong>in</strong> a parliamentary<br />
question filed with the Bundestag, SPD deputies accused the Federal M<strong>in</strong>istry<br />
of Foreign Affairs of transform<strong>in</strong>g this policy <strong>in</strong>to another <strong>in</strong>strument used to<br />
pursue Germany’s <strong>in</strong>terests and <strong>in</strong>tend<strong>in</strong>g to fully control this policy 11 .<br />
