Remuneration<br />

The authority to remunerate <strong>Government</strong> boards <strong>and</strong> committees derives from statutory<br />

provision or endorsement by Cabinet. The remuneration rate is recommended by the Public<br />

Sector Commissioner or, where provided by statute, the Salaries <strong>and</strong> Allowances Tribunal<br />

(SAT). The only case where SAT applies is for members of the Corruption <strong>and</strong> Crime<br />

Commission.<br />

Prior to the establishment of the Commission, the Minister for Public Sector Management<br />

(the Premier) advised on remuneration. In practice this role was previously delegated by the<br />

Premier to the Director General of the then Department of the Premier <strong>and</strong> Cabinet. This<br />

function is now performed by the Public Sector Commissioner.<br />

The purpose of the Commission's function of advising on remuneration rates is to promote<br />

consistency <strong>and</strong> relativity in remuneration of <strong>Government</strong> boards <strong>and</strong> committees.<br />

Guidelines for the reimbursement of travel expenses are contained in Public Sector<br />

Commissioner's Circular 2009-20.<br />

6.1 Ineligible Members<br />

<strong>Boards</strong> <strong>and</strong> committees have members from diverse backgrounds, with some being full time<br />

employees in the public, private or non-government organisation sectors, some being part<br />

time public or private or non-government organisation employees, <strong>and</strong> some being not<br />

employed, including people who are retired. In line with the definition of a board or<br />

committee (Premiers Circular 2010/02), the following members of a <strong>Government</strong> board or<br />

committee are currently considered by the Department of the Premier <strong>and</strong> Cabinet to be<br />

ineligible to receive remuneration:<br />

members on the public payroll, including all current State, Commonwealth <strong>and</strong> Local<br />

<strong>Government</strong> employees (part time or full time);<br />

current employees of public academic institutions; <strong>and</strong><br />

current <strong>and</strong> retired judicial officers.<br />

Former Members of Parliament who completed their parliamentary term <strong>and</strong> retired in<br />

the previous 12 months are eligible to sit on a board or committee they may be<br />

eligible if twelve or more months have passed since being in the Parliament.<br />

All others who sit on <strong>Government</strong> boards <strong>and</strong> committees are considered by the Department<br />

of the Premier <strong>and</strong> Cabinet to be potentially eligible for remuneration.<br />
