Reports from the Office of the Auditor General (OAG) of Canada<br />
The following represents some of the major findings of the <strong>for</strong>mer Auditor General Sheila Fraser<br />
who acted in an objective and non-partisan function having served with both Liberal and Conservative<br />
governments.<br />
1986 OAG Report 126<br />
The main observations here were that the Indian Act sections on education do not define education<br />
or provide directions <strong>for</strong> its delivery which results in a lack of coherent or consistent policy.<br />
There is also little “Indian” involvement in the design, delivery, administration, control, review and<br />
evaluation of provincial systems which is also highly problematic.<br />
2000 OAG Report 127<br />
This report noted that INAC cannot demonstrate that it meets the stated objectives to help First<br />
Nations achieve their educational needs and aspirations. It was there<strong>for</strong>e recommended that INAC,<br />
together with First Nations and based on the needs and aspirations of First Nations, should develop<br />
and implement an action plan to close the education gap without delay.<br />
2001 OAG Report 128<br />
The over-representation of Aboriginal peoples in jails and unequal treatment in custody is a reality<br />
that “remains unchanged, unacceptable and discriminatory”.<br />
2002 OAG Report 129<br />
Here, it was noted that the First Nations reporting requirements established by the federal government<br />
are a significant burden, especially to communities with less than 500 residents and further<br />
that the average of 168 reports per band per year are not always read by the federal department<br />
requiring them.<br />
2003 OAG Report 130<br />
The ongoing discriminatory treatment is “a continuing crisis and embarrassment”.<br />
