(12) First Nation jurisdiction over education must be complete and unconditional –<br />
with no federally imposed one-size-fits-all solutions or new policy limitations.<br />
(13) Adjustments to the funding <strong>for</strong>mulas <strong>for</strong> First Nation education must be<br />
comprehensive, flexible and stable with a focus on adequacy (First Nation<br />
needs and goals) and not equity (a share of pre-determined funding<br />
envelopes).<br />
(14) Any amendments to funding <strong>for</strong>mulas must include significant funding<br />
<strong>for</strong> the development of language and culture curriculum <strong>for</strong> learners at all<br />
stages in a variety of learning contexts be it early childhood education,<br />
language immersion in K-12 or adult training.<br />
