Our upcoming meeting in Germany is a grand opportunity
to familiarize others in the World Parachuting
Community with our organization, what we represent,
and what we are all about. I encourage everyone to
attend what will truly be a most unique meeting for our
organization.
It is great to see between-meeting progress occurring
in a number of projects: Symposium '97, Dual Square
ff?,:1fr:fle':"il#
le. This work is wha"t
will keep our organization growing, and allow continued
information and services to be offered to the
parachuting comm unity.
Because of a few late breaking items, we have elected
to delay publication of this issue by two weeks.
Also, to be quite honest, this being a non-meeting
issue, there was a lot of scrambling for material to
include. Again we would like to encourage everyone
who has anything to contribute to this publication to
So,rffielllbers and readers alike. Para NewsBrief is
about us, what we do, and how we do it. Above all,
Para NewsBrief is a method to get important information
to parachute users and riggers.
Tackin$ Cord
Parastock now has tacking cord with a finish that holds knots like "magic". This is the
same certified minimum 50 pound tensilc strength nylon cord, only thl finish is different.
Tie waxed cord together with a square knot, leaving the tails about 3'' long, and tie the
new style the same way. Pull on the pieces to see how much effort it takes to make the
square knot slip. Tensile tests show that the waxed knot slips apart at just under 20
pounds. The new style holds until the cord breaks.
Put some of this "magic" in your riggers kit. A 500 yard spool of out' new hand tack cord
(U2lb.) sells for $28.60. Contact Dan Wilcox at Parastock, Inc. (90+)736-7589.
PD 1 13 Reserue Now Available
After spending a great deal of time in research, development and testrng, the PD 113
Reserve has received FAA approval under the new TSO C23(d). This is the first PD
Reserve specifically designed and tested to mcet the new TSO requirr:ments. The new
TSO is a more stringent testing program and addresses new standardr; not previously
required by the old TSO-CZ3(c). The PD 113R was successfully drop tqsted with 300
pounds aI2O5 MPH, which is well beyond thc old and the new TSO's requirements. For
optimum flight and landing characteristics, the recommended maximum suspended weight
for this reserve is 135 lbs. Like their other reserves, PD has continued to use spanwise
and chordwise reinforcement tapes, which is rare on a reserve that pa,lks this small. The
PD 1 13R will fit into the tiniest rigs available. The PD 113R has preclictable and
responsive handling, and the very efficient airfoil design enables better landings than you
would expect from such a small re3erve. Performance designs also hirve several other
TSOed rescrves sized from 126 to 253 square feet. For more inform;rtion, contact
If you haven't got your plans together for September's meeting, the time is now! Helmut Cloth has been busy
making sure this a most memorable event. Indications are that we will have many visitors that nclrmally can
not attend; this is an opportunity to show others what we are all about.
Transportation:
Based on the responses received to date from the April, 1995 Para NewsBrief Survey, group transportation
from Gap or to Ampfing is nol possible. If you are planning on attending one of the four major events prior
to or after the meeting, we suggest making plans by air, train, or car.
Reasonable airfare from the U.S. is limited for this time peritd; check with your travel agent now to get the
best possible arrangements to Frankfurt. (For those from the U.S. who need help, Dori Bachman's travel
agent is familiar with the situation: Sherry Fowler @ 800-872-8399.)
For those traveling by air to the Frankfurl Airport, rental cars are available, and there is a train leaving every
10 minutes for the Frankfurt main station (about a 12 minute trip). From there, the ICE (high speed train, 250
km. per hour) goes to Kassel / Wilhelmshrihe (about 80 minutes). The train leaves hourly, the cost isDM 72,-
one-way. Group discount fares are available. (A 10-day European train pass is available for DM 476,-.)
Airtec will provide transportation from Kassel to the Hotel. Please call or fax Sylvia Watolla at Airtec with
your Frankfurt Flight arrival date and time so lhat train schedules can be sent or faxed" and pick-up
arrangements at Kassel can be made. Rental car information is also available from Sylvia. In addition, you
will receive tips and instructions lo make your lrip and stay easier and more enjoyable.
Facilities:
The meeting is being held at the "Landhotel Walwinkel", located just outside of Wi.innenberg. Helmut and I
just visited there last week and the facilities are really first class!
|
The price per person is DM 119,- per night (about $85.00 U.S. with today's exchange rate). This includes
breakfast (no small event); the meeting rooms, along with two coffee breaks each day with fruit, yogurt, cake,
coffee, and tea; two inside pools, a sauna, a Finnish sauna, a Roman steambath, and whirlpool.
Other Activities : (T r ans por tatio n prov ide d. )
Monday Evening: A visit to Paderborn old town. A 1000 year old portion of Helmut's home town, includes
many old buildings, a huge Cathedral, all located around the center square of the town. Our trip will conclude
at a typical German Inn.
Tuesday Evening: A trip to Bad Lippspringe, another nearby town, which is also the site of a British Military
DZ Club.
their Turbine Twin Islanders at no c/rarge. Bring your gear!
Hoping to see you there!
FAA PART 65 UPDATE
Dear PIA Membcr:
As you can see liom the latest lettcr I rcccivcd from thc FAA, our Part 6-5 update project has once again
run into a brick wall. The FAA has closcd the docke t on thc pclilion request which mcans that the FAA
has rcmoved it fiom any consideralion. (Wc'rr: not even on the long list, let alone the shorl list of items
they aclually wolk tiom).
Ttre FA.afgg$$budgetary constraints and more pressing satety problems as the reason for closing the
docke t. Skydiving has always been a much misunderstood activity which the FAA for the most part has
allowed it lo regulate itscl[. Thc public is not aghast at the 30-40 skydivers which are killed every year
and skydivers art: rarcly killcd by rigger or cquipnrent failures, so we have cnded up in a governmcnt
machine which irr my opinion, may ncver find any lime, money, or need to update Subparl F.
In my opinion, we have two slim to none chanccs to further this pro.ject. Thc first is the next regulalory
review. Chances are w€ will again find ourselvcs loo far down on the priority list and lhe FAA will tind
that lhcy will run out of money before they reach our priority level.
Thcre is one thing that could movc us up thc list high enough to get the projecl worked on. That thing is
a simplc little lcltcr from you! I asked not thal long ago lrom everyone lhat reads lhis, be they rigger.
inslruclor. jumpmaster, or just Joe Jumper to write a le tter, bul most didn't do it. ln [act, only l8 lettcn
wcre reccivcd by thc FAA.
I was vcry disappointed al lhe responsc to my requ€st. In fact, I have come very close to saying the hell
with this projcct lwice . This is it tolks, it I don't get the help I need from the PIA membership, I see no
reason lo wasl€ any more oI my time on the project. Papcr will cut brick if we have enough letlers.
Wc nccd well ovcr l0O lctters to the FAA and wc will probably need it morc than once. Eighlcen letters is
a big yawn people ! Below is a sample lcller, so you don't strain anything!
Dear Sir:
Plcase reopcn lhe Dockct #27652. The currcnt Part 6-5 Subpart F "Parachute Riggers" of
the FAR's is grossly outdated and in need of updating for salety reaso]rs. I am in favor of
lhc propor;cd rule changes for Part 6-5 Subpart F as proposed by PIA and summarizcd in the
Para NcwsBrief - Julv 199-5 Volume 9-5-3
Airtec GmbH, the manufacturer of the Cypres AAD, has recently discovered a set o[ nonoriginal
(not Airtec supplied) batteries in a Cypres unit. They are grt:atly concerned aboul
this situation, and the risks that rcsult lrom using such an unapprovcd battery assembly.
Airtec states: "To understand the reasons lbr our great concerns about the usage of nonoriginal
battery assembliqs in thc Cypres, it is neccssary to realize what is involved in the
asscmbly, testing, and quality control ol' thc Cypres battery assembly. Although the
Cypres with the non-Airtec battery assembly (from a source in A.ustralia) did activate
when the skydiver opened too low, it is simply unacceptable to use."
"This particular battery assembly, even though it did utilize the proper cells, does not meet
our spccifications in five critical areas. The loss of quality causcd by this is enormous, this
type of substitution is very dangerous, Cypres units with this non-al,proved assembly will
ultimatcly fail in use."
"Please realtze that our motive in this matter is salety related and his nothing to do with
the loss o[ revenue. The Cypres battery assembly is sold with mininral mark-up, thc costs
are much more than just that of the two battery cells. The fact is, that the only way to
make a reasonable profit on the assembly, is by careless assembl',' techniques, lack of
testing, and lack of quality control, the very problems found with this particular substandard
substitute battery assembly."
"Thcrcfore, we have to again strcss that only Airtec-supplied battery assemblies are
approved for use with Cypres. Please help in our efforts to keep ihe level of safety as high
as possible."
installation of Airtec Cypres AAD's into the Para Flite, Inc. SWIFT II harness/containers.
Numcrous systems have been retrofitted and are now in servicc.
At this time Acme is working on another P.F.l. harncss/container, the EOS, which is
Hawk randern syslems: part No. 834606 (Master 425 nrain),
and Part No. 834607 (T-520 main); both manufactured
between 0l January 1994 and 3l July 1995.
BACKGROUND; llsers reported tlrree nriddle rings that literally broke
(separated fronr the riser and were lost on opening). and
seve ral tlrat were defornred (either elorrgated or "potato
chiplletl") Our investigatiorr revealecl that our vendor supplied
nriddle rings u'hich, although vitually identical climensiorrally,
were nraclrined insteacl of forged, and therefore not as strong.
Visually, the two types may not be reliably distinguished fronr
ellch other. Tensile testing shows the forged rings to be nrore
than twicrl as strong as the niachined version. Tests conducted
on RW-2 rings purchased recently fronr a different vendor for
test purpc, ses were also machined. we have no reports of
darnage on solo (non-tandenr) equipnrent. Sonie rrave
suggested that hard openings caused by spectra lines and/or
ZPo canopies may be at fault, but our data does not
substantiare this. While it seems obvious that the nrachined
rirrgs lrav,s permeated the paraclrute industry ov€r the last I
I 12 years. the problenr appears to be restricted to tandem
jumping t'ecause of the the greater forces involvecl. At this
tinre we ilre actively seeking a satisfactory ring to replace the
nrachined ring. Further resring and investigarion is on-going;
we seek any information on broken or danraged rings. we will
IMPORTANT INFORMATION
CONCERNING THE
TANDEM VECTOR RISER GROUNDING IN SWITZERLAND
1) Relative Workshop has not issued a grounding of Type 7 tandem risers.
2) There is not a problem with Tandem Vector main risers,
3) Fact: Three (3) tandem risers produced by Strong Enterprises have recently
failed in Switzerland. Two (2) of them broke the large riser ring (Part #446),
the third riser's #446 ring was deformed. Relative Workshop does not supply
Strong Enterprises with these rings.
4) Edi Weilenmann of the Swiss Parachute Association has grounded all Type 7
tandem risers because they think Relative Workshop has the same problem.
We do not have this oroblem!
5) We have requested information concerning any problems with our tandem
risers from the Swiss Association. They have not given us any information or
outlined any problems concerning Relative Workshop risers, even though they
have communicated with us by Fax twice this week. lf they experienced a
problem, they should have informed us by now.
6) We believe the grounding of Retative Workshop risers is irresoonsible.
lf you require further information, please contact T.K. Donle or Bobby Overbey
at Relative Workshop. Thank you.
Rigging Tips From Dave DeWolf
Whilc training ncw riggcrs, I have lbund that most people can do the canopy really well,
but putting it in the bag in the same condition is the real problem. The Molar strap (Moes
3rd Hand) is one method, but it is one more thing to leave in and to mess with. I came up
with a systom and have recently improvr:d it, which a lot of people call the DeWol[ Pack.
(Actually it was namcd after a team that came in last at Z-Hills, Oh well).
l. Cocoon the canopy and placc bag undcr it with the lip of the bag even with
the bottom of the canopy (cdge ol'tail).
2. Place.long Bar across canopy just below where the grommet is in the bag,
and with the other hand bring an S fold up to thc bottom edge of the canopy.
3. Place lnng bar over same place (oft top and bring rest o[ canopy over and
place shot bag on the end (like a Safety Flycr).
4. Arrarrge (expose) leading edgc.
5. Place long bar over canopy whcrc the flap of the bag is and using your
knce hold it down very tightly.
6. CAREFULLY ease top ol bag out from undcr this and place one side
(corner) in tho bag and thcn go to thc other corncr and do thc same thing.
(Now you havc the lines in thc bag without moving them at all).
7. Placc long bar on the top of the bag even with the lip and bring canopy
over it. Put knees on flap o[ bag.
8. Molar - Place centor cell in thc center and inscrt thc molars LAST.
You will find this is really good when you have a rather tight lit. It works for all rigs that
I have tricd it on.
FAR requirements go beyond Q9001 by specifying
availability of information regarding delegation of
inspection authority to suppliers.
Analvsis: In our opinion, accreditation of a manufacturer to Q9001 would go a long way
towards meeting FAR Part 21, Subpart G requirements. However, there are a number of
FAR requirements not specifically addressed in Q9001 which would have to be complied
with before approving production.
However, Q9001 exceods FAR Part 21, Subpart G requirements in paragraphs 4.3.1
through 4,3.4,4.4. 1 through 4.4.8,4.5. l and 4.5.2, 4.6.2, 4.7, 4.8,4. 10.5, 4. 1 1. 1 through
4.11.2,4.12, and 4.14 through4.20.2. Using AC 2l-lB as an acceptable means of
compliance, Q9001 would still exceed FAA requirements/guidance in paragraphs 4 3. I
through 4.3.4,4.4.1through4.4.8,4.'1,4.8,4.10.5,4.14,4.t5.1,4.15.4through4.15.6,
and 4.16 through 4.20.2. In our opinion, therefore, FAA approval for production under
FAR Part 2l Subpart [irequirements and AC 2l-lB would not be enough to comply with
Q9001 requirements.
