Our upcoming meeting in Germany is a grand opportunity<br />

to familiarize others in the World Parachuting<br />

Community with our organization, what we represent,<br />

and what we are all about. I encourage everyone to<br />

attend what will truly be a most unique meeting for our<br />

organization.<br />

It is great to see between-meeting progress occurring<br />

Because of a few late breaking items, we have elected<br />

to delay publication of this issue by two weeks.<br />

Also, to be quite honest, this being a non-meeting<br />

issue, there was a lot of scrambling for material to<br />

include. Again we would like to encourage everyone<br />

who has anything to contribute to this publication to<br />

So,rffielllbers and readers alike. Para NewsBrief is<br />

about us, what we do, and how we do it. Above all,<br />

Para NewsBrief is a method to get important information<br />

to parachute users and riggers.<br />

NEW PRODI.ICTS<br />

Tackin$ Cord<br />

Parastock now has tacking cord with a finish that holds knots like "magic". This is the<br />

same certified minimum 50 pound tensilc strength nylon cord, only thl finish is different.<br />

Tie waxed cord together with a square knot, leaving the tails about 3'' long, and tie the<br />

new style the same way. Pull on the pieces to see how much effort it takes to make the<br />

square knot slip. Tensile tests show that the waxed knot slips apart at just under 20<br />

pounds. The new style holds until the cord breaks.<br />

Put some of this "magic" in your riggers kit. A 500 yard spool of out' new hand tack cord<br />

PD 1 13 Reserue Now Available<br />

After spending a great deal of time in research, development and testrng, the PD 113<br />

Reserve has received FAA approval under the new TSO C23(d). This is the first PD<br />

Reserve specifically designed and tested to mcet the new TSO requirr:ments. The new<br />

TSO is a more stringent testing program and addresses new standardr; not previously<br />

required by the old TSO-CZ3(c). The PD 113R was successfully drop tqsted with 300<br />

pounds aI2O5 MPH, which is well beyond thc old and the new TSO's requirements. For<br />

optimum flight and landing characteristics, the recommended maximum suspended weight<br />

for this reserve is 135 lbs. Like their other reserves, PD has continued to use spanwise<br />

and chordwise reinforcement tapes, which is rare on a reserve that pa,lks this small. The<br />

PD 1 13R will fit into the tiniest rigs available. The PD 113R has preclictable and<br />

responsive handling, and the very efficient airfoil design enables better landings than you<br />

would expect from such a small re3erve. Performance designs also hirve several other<br />

If you haven't got your plans together for September's meeting, the time is now! Helmut Cloth has been busy<br />

making sure this a most memorable event. Indications are that we will have many visitors that nclrmally can<br />

not attend; this is an opportunity to show others what we are all about.<br />

Transportation:<br />

Based on the responses received to date from the April, <strong>1995</strong> Para NewsBrief Survey, group transportation<br />

from Gap or to Ampfing is nol possible. If you are planning on attending one of the four major events prior<br />

to or after the meeting, we suggest making plans by air, train, or car.<br />

Reasonable airfare from the U.S. is limited for this time peritd; check with your travel agent now to get the<br />

best possible arrangements to Frankfurt. (For those from the U.S. who need help, Dori Bachman's travel<br />

agent is familiar with the situation: Sherry Fowler @ 800-872-8399.)<br />

For those traveling by air to the Frankfurl Airport, rental cars are available, and there is a train leaving every<br />

10 minutes for the Frankfurt main station (about a 12 minute trip). From there, the ICE (high speed train, 250<br />

km. per hour) goes to Kassel / Wilhelmshrihe (about 80 minutes). The train leaves hourly, the cost isDM 72,-<br />

one-way. Group discount fares are available. (A 10-day European train pass is available for DM 476,-.)<br />

Airtec will provide transportation from Kassel to the Hotel. Please call or fax Sylvia Watolla at Airtec with<br />

your Frankfurt Flight arrival date and time so lhat train schedules can be sent or faxed" and pick-up<br />

arrangements at Kassel can be made. Rental car information is also available from Sylvia. In addition, you<br />

will receive tips and instructions lo make your lrip and stay easier and more enjoyable.<br />

Facilities:<br />

The meeting is being held at the "Landhotel Walwinkel", located just outside of Wi.innenberg. Helmut and I<br />

just visited there last week and the facilities are really first class!<br />

The price per person is DM 119,- per night (about $85.00 U.S. with today's exchange rate). This includes<br />

breakfast (no small event); the meeting rooms, along with two coffee breaks each day with fruit, yogurt, cake,<br />

coffee, and tea; two inside pools, a sauna, a Finnish sauna, a Roman steambath, and whirlpool.<br />

Monday Evening: A visit to Paderborn old town. A 1000 year old portion of Helmut's home town, includes<br />

FAA PART 65 UPDATE<br />

Dear PIA Membcr:<br />

As you can see liom the latest lettcr I rcccivcd from thc FAA, our Part 6-5 update project has once again<br />

run into a brick wall. The FAA has closcd the docke t on thc pclilion request which mcans that the FAA<br />

has rcmoved it fiom any consideralion. (Wc'rr: not even on the long list, let alone the shorl list of items<br />

they aclually wolk tiom).<br />

Ttre FA.afgg$$budgetary constraints and more pressing satety problems as the reason for closing the<br />

docke t. Skydiving has always been a much misunderstood activity which the FAA for the most part has<br />

allowed it lo regulate itscl[. Thc public is not aghast at the 30-40 skydivers which are killed every year<br />

and skydivers art: rarcly killcd by rigger or cquipnrent failures, so we have cnded up in a governmcnt<br />

machine which irr my opinion, may ncver find any lime, money, or need to update Subparl F.<br />

In my opinion, we have two slim to none chanccs to further this pro.ject. Thc first is the next regulalory<br />

review. Chances are w€ will again find ourselvcs loo far down on the priority list and lhe FAA will tind<br />

that lhcy will run out of money before they reach our priority level.<br />

Thcre is one thing that could movc us up thc list high enough to get the projecl worked on. That thing is<br />

a simplc little lcltcr from you! I asked not thal long ago lrom everyone lhat reads lhis, be they rigger.<br />

inslruclor. jumpmaster, or just Joe Jumper to write a le tter, bul most didn't do it. ln [act, only l8 lettcn<br />

wcre reccivcd by thc FAA.<br />

I was vcry disappointed al lhe responsc to my requ€st. In fact, I have come very close to saying the hell<br />

with this projcct lwice . This is it tolks, it I don't get the help I need from the PIA membership, I see no<br />

reason lo wasl€ any more oI my time on the project. Papcr will cut brick if we have enough letlers.<br />

Wc nccd well ovcr l0O lctters to the FAA and wc will probably need it morc than once. Eighlcen letters is<br />

Airtec GmbH, the manufacturer of the Cypres AAD, has recently discovered a set o[ nonoriginal<br />

(not Airtec supplied) batteries in a Cypres unit. They are grt:atly concerned aboul<br />

this situation, and the risks that rcsult lrom using such an unapprovcd battery assembly.<br />

Airtec states: "To understand the reasons lbr our great concerns about the usage of nonoriginal<br />

battery assembliqs in thc Cypres, it is neccssary to realize what is involved in the<br />

asscmbly, testing, and quality control ol' thc Cypres battery assembly. Although the<br />

Cypres with the non-Airtec battery assembly (from a source in A.ustralia) did activate<br />

when the skydiver opened too low, it is simply unacceptable to use."<br />

"This particular battery assembly, even though it did utilize the proper cells, does not meet<br />

our spccifications in five critical areas. The loss of quality causcd by this is enormous, this<br />

type of substitution is very dangerous, Cypres units with this non-al,proved assembly will<br />

ultimatcly fail in use."<br />

"Please realtze that our motive in this matter is salety related and his nothing to do with<br />

the loss o[ revenue. The Cypres battery assembly is sold with mininral mark-up, thc costs<br />

are much more than just that of the two battery cells. The fact is, that the only way to<br />

make a reasonable profit on the assembly, is by careless assembl',' techniques, lack of<br />

testing, and lack of quality control, the very problems found with this particular substandard<br />

substitute battery assembly."<br />

"Thcrcfore, we have to again strcss that only Airtec-supplied battery assemblies are<br />

MIDDLE RINGS<br />

on Dual Hawk Tandem Risers<br />

IDENTIFICATION: Strong Enterprises Type VII niain risers on Dual<br />

Hawk randern syslems: part No. 834606 (Master 425 nrain),<br />

and Part No. 834607 (T-520 main); both manufactured<br />

between 0l January 1994 and 3l <strong>July</strong> <strong>1995</strong>.<br />

BACKGROUND; llsers reported tlrree nriddle rings that literally broke<br />

(separated fronr the riser and were lost on opening). and<br />

seve ral tlrat were defornred (either elorrgated or "potato<br />

chiplletl") Our investigatiorr revealecl that our vendor supplied<br />

nriddle rings u'hich, although vitually identical climensiorrally,<br />

were nraclrined insteacl of forged, and therefore not as strong.<br />

Visually, the two types may not be reliably distinguished fronr<br />

ellch other. Tensile testing shows the forged rings to be nrore<br />

than twicrl as strong as the niachined version. Tests conducted<br />

on RW-2 rings purchased recently fronr a different vendor for<br />

test purpc,ses were also machined. we have no reports of<br />

darnage on solo (non-tandenr) equipnrent. Sonie rrave<br />

suggested that hard openings caused by spectra lines and/or<br />

ZPo canopies may be at fault, but our data does not<br />

substantiare this. While it seems obvious that the nrachined<br />

rirrgs lrav,s permeated the paraclrute industry ov€r the last I<br />

I 12 years. the problenr appears to be restricted to tandem<br />

jumping t'ecause of the the greater forces involvecl. At this<br />

tinre we ilre actively seeking a satisfactory ring to replace the<br />

nrachined ring. Further resring and investigarion is on-going;<br />

we seek any information on broken or danraged rings. we will<br />

issue a service bulletin when more conrplete infornration is<br />

avai lable.<br />

RECOMMENDE,D ACTION: Until more infornration is availatrte, users<br />

should inslpect the middle ring of each tandenr 3-ring 6ssenlbly<br />

prior to every jurnp by vie'*'ing both fror' the front and<br />

especially from the side while turning each nriclctle ring 360<br />

degrees. Any sign of stretchirrg "out of round" or bencling" out<br />

of plane" is cause for immediate repracenrent prior to jumping.

IMPORTANT INFORMATION<br />

CONCERNING THE<br />

TANDEM VECTOR RISER GROUNDING IN SWITZERLAND<br />

1) Relative Workshop has not issued a grounding of Type 7 tandem risers.<br />

2) There is not a problem with Tandem Vector main risers,<br />

3) Fact: Three (3) tandem risers produced by Strong Enterprises have recently<br />

failed in Switzerland. Two (2) of them broke the large riser ring (Part #446),<br />

the third riser's #446 ring was deformed. Relative Workshop does not supply<br />

Strong Enterprises with these rings.<br />

4) Edi Weilenmann of the Swiss <strong>Parachute</strong> <strong>Association</strong> has grounded all Type 7<br />

tandem risers because they think Relative Workshop has the same problem.<br />

We do not have this oroblem!<br />

5) We have requested information concerning any problems with our tandem<br />

risers from the Swiss <strong>Association</strong>. They have not given us any information or<br />

outlined any problems concerning Relative Workshop risers, even though they<br />

have communicated with us by Fax twice this week. lf they experienced a<br />

problem, they should have informed us by now.<br />

6) We believe the grounding of Retative Workshop risers is irresoonsible.<br />

Rigging Tips From Dave DeWolf<br />

Whilc training ncw riggcrs, I have lbund that most people can do the canopy really well,<br />

but putting it in the bag in the same condition is the real problem. The Molar strap (Moes<br />

3rd Hand) is one method, but it is one more thing to leave in and to mess with. I came up<br />

with a systom and have recently improvr:d it, which a lot of people call the DeWol[ Pack.<br />

(Actually it was namcd after a team that came in last at Z-Hills, Oh well).<br />

l. Cocoon the canopy and placc bag undcr it with the lip of the bag even with<br />

the bottom of the canopy (cdge ol'tail).<br />

2. Place.long Bar across canopy just below where the grommet is in the bag,<br />

and with the other hand bring an S fold up to thc bottom edge of the canopy.<br />

3. Place lnng bar over same place (oft top and bring rest o[ canopy over and<br />

place shot bag on the end (like a Safety Flycr).<br />

4. Arrarrge (expose) leading edgc.<br />

5. Place long bar over canopy whcrc the flap of the bag is and using your<br />

knce hold it down very tightly.<br />

6. CAREFULLY ease top ol bag out from undcr this and place one side<br />

(corner) in tho bag and thcn go to thc other corncr and do thc same thing.<br />

(Now you havc the lines in thc bag without moving them at all).<br />

7. Placc long bar on the top of the bag even with the lip and bring canopy<br />

over it. Put knees on flap o[ bag.<br />

8. Molar - Place centor cell in thc center and inscrt thc molars LAST.<br />

You will find this is really good when you have a rather tight lit. It works for all rigs that<br />
