PRESIDENT'S REPORT<br />

President Dan Poynter appointed Sandy Reid as Chairman of the<br />

1 986-87 Nominat.ions & Elections Committee. Sandy wilI be assisted<br />

by cornmitl-ee lnernbers Harry Sciroelpple and Dave DeWoIf . The president<br />

requested that the Corunittee meet today to start working on a slate<br />

oi candidates to be completed by the first of December for Lhe<br />

election to be held in Jarruary. It was also suggested that. the<br />

Chairperson of the Rigging Committee be elected during the summer<br />

meeting to allow sufficient time to prepare for the annual Riggersl<br />

Conference helcl at. the National. Skydiving Ciranpionmships held in JuIy.<br />

The presldent. has been engaged in doing some promoLion for the<br />

sport.. Being in the i.lational- Directory for TaIk Sltow Hosts has<br />

presented opportunity to get on the radio to talk up sport parachuting.<br />

In acldil-ion to good ratlio tirne, the grresident has been<br />

involvecl with Bob Beuer in doing a segmen't for "Eye on L.A."<br />

The lrlinter Meeting is tenal-ively scLreduled to be about January 15-161<br />

will be a two day rneeting, and will probably be held in the !'lashington<br />

D.C. area in conjunctj-on witli the USPA meeting. Irinal clecision on the<br />

date arrtl place of the meeting will be made by the USPA Board of Direc-<br />

Lors at their October session.<br />

Secretary George Galloway reported tirat new name tag engraving plates<br />

have been manufactured and the secretary encourages members to display<br />

and use the name tags which were issued at. initiation of membership.<br />

Those members who stil-I use PEfA tags, and lnernbers who display tags<br />

with member comparry narnes but without the individual t s names, were<br />

encouraged to requ-est updated narne tags from the secretary.<br />

New PIA letlerhead and envelopes have been printed in two styles.<br />

One style includes the return address of tlre PIA at 1440 Duke Street,<br />

Alexandria, VA. The other style has no return adrJress, in the event<br />

that the writer wailts to include his or her specific address. Contact<br />

the secretary for either or both styles. There -r-s no charge to<br />

appropriate members.<br />

reguest for a FIA SOF change to restructure the routing of new<br />

expected to be complete by January. Aircraft seating and use of<br />

seat belts: Dause was not present.. Part 21 will be revievred by<br />

6) Projectlsttrndard of Accepted Practice for Rigger Training<br />

To supplement the reguirements of t.he FA.A in the certification<br />

of riggers, it rvas suggested that the conrrnittee write and submit<br />

for approval a standard of accepted methods for rigger training.<br />

This documerrt would be modeled after USPA Part 1 1 1 -Doctrine for<br />

Student Training and would include key points from at least 2<br />

popular rigger training courses now being conducted.<br />

7) Project-1986 Riggers Cnvention<br />

Registered approx 80. Good comments have been received.<br />

Special thanks to George Galloway of Precision Aerodynamics for<br />

doing the video work. The convention was taped and after some<br />

editirrg will be availabie for sale. Price is unknown at thj-s time.<br />

Zimmerli from Para-Flite issued EIekrs report:<br />

The two proj ects that titj-s comrnittee has been actively involved<br />

with are labeling and leEislative tort iReform. Our activities<br />

on labeling produced a warning label, stats of which are<br />

avail-able t-o any member wishing to use the label, the<br />

identification of a material ancl a printing process for these<br />

labeis and the generation of language for an "Informed<br />

Consent Fornl".<br />

This Comrnit-tee reconimends t.hal- a technical committee be<br />

ta-sked with general-ing standards for tlre use and installat-i-on of<br />

surveyed with labels on their rigs, and a control group of<br />

jumpers without labeled rigs. This test should be conducted<br />

by an independent consultant rather than this comrnittee. The<br />

cost of conducting such a test v,riII be approximately fi2rA00.00.<br />

Dr. Cunitz, the consultant whom we used for the labeling<br />

project, indicated that the working "controlled program of<br />

instructiont' may not be understood by all.<br />

This committee also recommeds that all members use the<br />

"Infornred Consent Form" to infonn their customers of the risks<br />

of skydiving prior to selling them a piece of equipment or<br />

training them in the use of a piece of equiprnent, or training<br />

them to parachute.<br />

The way a manufacturer may use the Informed consent fornr<br />

language is by incorporating it on the order form. A sample of<br />

how this might look is available froi'n Para-Flite. The languarge<br />

is currently being used by Para-I'lite.<br />

The primary effort of Lhe legislative liability relief effort<br />

vJas to organize support for the general Aviation Tort Reform Act<br />

of 'l 986, HR-4142. We have written to other organizations, lilce<br />

the GAMA, and expressed our interest in cooperating with tirem<br />

in support of HR-4142.<br />

Additionallyr w€ have investigated other legisla+-ive efforts<br />

to determine if any of them would be ',vorthy of support b1z the PIA.<br />

There are a number of Tort Reform bills in both houses of Congress,<br />

one of which is supported by the White House, however, HR-41 42<br />

appears to have the greatest probability aviation industry sooner<br />

than any of the other bills.<br />

Apparently some members of the House Judiciary committee are<br />

doing everything to keep HR-4142 from progressing. Therefore,<br />

our next move will be to put pressure on those specific individuals<br />

on the committee so that the bill may progress. This unblocking<br />

effort may be done iu conjunction with other orgarrizationsr or<br />

we may do it through a letter writing campaign to those specific<br />

individuals.<br />

We will also be coordinating with USAPA, specj-ficalIy Bill<br />

Ottley, since Ottley personally knows many of the key players in<br />

the general aviation community and in Washington.<br />

of Lhe two major tasks of Lhe Risk Ivlanagement Committee, l-hey are<br />

for future issues. TLre committee suggested that the mailing<br />

Iist be purged after the nex+; tvro issues to l-imit curtail<br />

rnailing costs by sending the Para NewsBrief to current dues-<br />

of tLre PLIB in the inforrnatiort packet handed out to cornpetitors<br />

and partic.ipants at next year's National Champi-onships<br />

of a postage meter for the six publishing m.onths of the next<br />

of the Relative Workshop for planning, organiozing, and<br />

directing the successful 1 985 and 1986 PIA RiEging Conference.<br />

His tireless and competent efforts are a significant<br />

contribution i:o the organization of the sport." The motion<br />

was seconded and approved.<br />

Secretary George Galioway notec'l- that the official- Iogo of<br />

l-lte <strong>Parachute</strong> <strong>Industry</strong> <strong>Association</strong>, as displayed on our<br />

banner and stationary, is primarily irased on the use of<br />

'uround" canopies. He suggested that since the publj-crs<br />

perception of our sport is definal,ely affected by those who<br />

see our logo, it might be a good idea t.o think about<br />

including a "squaret' canopy in our logo design. The square<br />

canopy has becone the backbone of our industry in recent<br />

years, and the public should identify with this imager ds<br />

opposed to the image which might be drawn from the sole use<br />

of "round" canopies in our logo" The secretary acceptecl<br />

the task of producing possible ermended logos for consideration.<br />

In August, Phil Delurgio, vice-presidcnt of Irvin-Gardena and Dan Povnter traveled to<br />

Dayton to join Doctor Gerry^Meyers, Roger McClure and the others -in physically inspecting<br />

the gear. In some 150 large cartoirs, most was in excellent conditiori.<br />

It was obvious from thc papers and equipment assembled that Gold intended his life's<br />

yglk. to_rvind gP in a rnuseum. While Gold did not enter the parachute business ur-rtil<br />

1937 in Phoenix, he began his research much earlier and had-assembled materials on<br />

the. parachute developments at McCook Field in Dayton. McClook is rvhere Leslie<br />

Irvin made the historic first.manually-operate_d paracLute jump on Floyd Smith's design<br />

(Smith flew the aircraft.) Ironicirlly, lvlcCocik rvas also' wilere Lt. Fiarold R. Harris<br />

made the first emergency jutnp on a rnanually-operated parachute three years later.<br />

I have recently investigated a canopy failure which I think<br />

may shed some light on malfunctions. Some unusual circumstances<br />

in most inquiries or might not be considered a factor. Additiona11y,<br />

there were no supplemental damages to be pondered during<br />

ny inspection.<br />

The canopy involved in the incident, a 9-ce11, had just been<br />

manufacturedr so I was able to inspect clean elements with no<br />

prior damage. The first ju*p on the canopy was made by Dave<br />

Hillebrandt, a Master Rigger with considerable C.R.W. experience.<br />

He reported that the canopy opened and flew well with no problems<br />

noted. The second jump was made by a D-license holder with well<br />

over 20 years experience. He reported a very hard opening and<br />

that the canopy bla not fly we11. , The "anopy<br />

sufferbd dailage<br />

but was not cut away so the only unusual condition causing damage<br />

was the hard opening.<br />

A very close inspection of the canopy was performed. Along<br />

with damage to the canopy itself, a sma11 friction burn was noted<br />

on the 8-6 line, 16" doi^rh f rom the canopy. Very slight burns<br />

v/ere also found on 4-6 and B-7 at 22" air-d 25" dbwn t6e lines.<br />

A11 of this damage was so minor it was first detected only by<br />

touch and had the lines been dirty or worn would probablv-have<br />

been missed.<br />

The line damaee causes me to susDect that the rncident came<br />

about by a few lines fornring a half fritch around the fu1l groLrp<br />

in the area of the bag locking stovrs wiril-e packing or during<br />

deployment. These lines jerked down the leading edge of the<br />

canopy causing an uneven and very hard opcning. I have attcmpted<br />

to repeat this on the ground with mixed results. Duplicating<br />

the conditions where this coulci occur starts lvith some guess r,.rork<br />

about what happens to lines near the canopy between the time the<br />

slider is pu11ed up and when the bag locking stows are nade.<br />

Other variables inclr-rde how tired or hurried the packer is and<br />

how much care is given to the lines. In my tests I took a ful1<br />

group or few lines from a group and made a bite. I then<br />

selecLed a line either above or belov,r the bite, f ormed a loop<br />

in it and slipped it over the bite. Then I made locking stows<br />

on the bag and then pulled on the risor end of the 1ines. In<br />

most cases my loop just fe11 off the line group but a few times<br />

the loop did sinch tight and pu11 a littie before comming apart<br />

as the main group became taught. I think that if real time,<br />

speed and opening forccs were applicd the hitch would stay in<br />

place longer and affect the opening. I further feel this could<br />

e the cause of ce11s splitting open and "line over" type<br />

ma1 func tions .<br />

My inspection revealed no slider damage. However, I think<br />

a siiniiar half hitch coul-d form around a slider srommet while<br />

stuf f ing the bag with sirnilar results.<br />

One persons investigation of onIy one incrdent is certanly<br />

not a -quf f icient base f rom wtrich to recommend ctrange. I do,<br />

hoivever. [ce ]- that my cpportuni ty to inspect vcry clean canopy<br />

l-ines may have rci,eaied a factor nceding further considcration.<br />

into a deployment bug, uneven locking stows on the bag and twists<br />

in the lines caused by rolling the canopy nose past the A-1ine<br />

group.<br />

The Carl-Cranz-Gesellschaft (CCG) and the University of Minnesota are cooperating in the<br />

development and presentation of a short course on <strong>Parachute</strong> Systems Technology:<br />

Fundamentals, Concepts and Applications.<br />

WHO SHOULD ATTEND<br />

Engineers from all branches of the aerospace industry, armed forces and scientific community<br />

interested in the theory, design, development, and application of parachute systems technology.<br />

SEMINAR OBJECTIVE<br />

The objective of the course is to present a systems approach to the design of aerodynamic<br />

decelerator systems. Optimization with respect to performance, acquisition cost, and operation<br />

will be stressed and computer methods for the analysis and design of decelerator syslems will be<br />

emphasized. Detailed selection and design of the decelerator and related components will be<br />

discussed and illustrated by a design example. Recent design and manufacturing experience with<br />

new materials such as Kevlar will be described. The course will be tailored to the needs of the<br />

engineer in industry and government who must monitor the development of decelerator systems<br />

as well as to the requirements of the engineer/designer who must design the actual decelerator<br />

system and monitor its fabrication.<br />

PREREQUISITES<br />

It is anticipated that the participants in the course will be familiar with the basic principals of<br />

aerodynamics.<br />

The registration fee for the course is DM 1.350.--for Europeans, others U.S.-$550.--.<br />

Registrants from North American should register with the University of Minnesota. Registrants<br />

for Europe should register with the CCG. Others may register with either organization;<br />

whichever is more convenient to you. The attached registration form is provided for your<br />

convenience. Please note that in case of cancellation of a confirmed registration, a processing<br />

fee will be charged as follows: DM 50 or $25 until seven days before the course, 25o/" of the<br />

course fee if later. ReQistrations should be received by June 15, 1987. The registration fee<br />

After a nornal freefall, at 41000 feet, deceaEed pulled a handle thought to be nain<br />

rlpcord (red plllow type) when lnstead deceased pulled the cutaway handle (red plllow<br />

type). Deceaged contlnued to fall flat and atable for 15-17 eecondr, then at about<br />

500 feet, deceaeed rolled over on her back and pulled neln rlpcord. The nain eanopy<br />

reached I lne etretch and aeparated fron the harnege Juet prlor to tnpact. The<br />

raaerve ripcord wae found ln the paeket.<br />
