Executive Summary<br />

Introduction<br />

This Environmental Assessment has been prepared to obtain approval for the construction and<br />

operation <strong>of</strong> a second <strong>Bulk</strong> <strong>Liquids</strong> <strong>Berth</strong> (BLB2) facility at <strong>Port</strong> <strong>Botany</strong>. BLB2 is proposed<br />

primarily to cater for future growth <strong>of</strong> imported and exported chemical, petroleum and gas products<br />

and reduce potential demurrage costs. The BLB2 project comprises:<br />

Construction <strong>of</strong> a steel piled pier berth adjacent to the existing BLB1;<br />

Installation <strong>of</strong> associated infrastructure such as marine loading arms (MLA) and fire fighting<br />

equipment;<br />

Installation <strong>of</strong> additional pipelines from existing user sites to the new berth; and<br />

Unloading/ loading and maintenance activities associated with the operation <strong>of</strong> the facility 24<br />

hours a day 7 days a week.<br />

BLB2 would be located adjacent to the existing <strong>Bulk</strong> <strong>Liquids</strong> <strong>Berth</strong> (BLB1) at the south-western<br />

end <strong>of</strong> Brotherson Dock approximately 11 km south <strong>of</strong> the Sydney CBD.<br />

Strategic Objective<br />

The primary strategic objective <strong>of</strong> the project is to ensure New South Wales has adequate berth<br />

capacity to satisfy existing and future forecast demands for the import and export <strong>of</strong> bulk liquids<br />

for the benefit <strong>of</strong> the NSW economy.<br />

Purpose <strong>of</strong> the Environmental Assessment<br />

The Environmental Assessment has been prepared under Part 3A <strong>of</strong> the Environmental <strong>Planning</strong><br />

and Assessment Act 1979 to obtain project approval for the BLB2. It assesses the environmental<br />

issues associated with the construction and operation <strong>of</strong> the BLB2 and provides mitigation<br />

measures to address any potential impacts. It also includes a draft ‘Statement <strong>of</strong> Commitments’<br />

that outlines commitments for the management <strong>of</strong> environmental effects that could occur from the<br />

construction, operation and maintenance <strong>of</strong> the project.<br />

Description <strong>of</strong> the Project<br />

The project would consist <strong>of</strong> the following main elements:<br />

Central working platform providing a work area, with berthing face (including bollards and<br />

fenders) and pipe manifold/ marine loading arm (MLA) arrangements;<br />

Adjacent berthing dolphins on each side <strong>of</strong> working platform designed to accommodate up to<br />

the maximum length vessel;<br />
