Environmental Impact and Mitigation<br />

Hazard and Risk<br />

The project involves the handling and transfer <strong>of</strong> hazardous liquids and gases and a Preliminary<br />

Hazard Analysis (PHA) was prepared in accordance with the <strong>Department</strong> <strong>of</strong> <strong>Planning</strong>’s Hazardous<br />

Industry <strong>Planning</strong> Advisory Paper <strong>No</strong>. 6, Guidelines for Hazard Analysis and Multi-Level Risk<br />

Assessment.<br />

The methodology used the Multi-Risk Assessment approach, published by the NSW <strong>Department</strong> <strong>of</strong><br />

<strong>Planning</strong> and included the following steps:<br />

Hazard Analysis;<br />

Consequence analysis;<br />

Frequency analysis; and<br />

Risk Analysis and Review.<br />

The following hazards associated with BLB2 development and operations were identified during<br />

the hazard identification workshop held on 26 June 2007:<br />

<br />

<br />

Ship strikes the wharf at excessive speed;<br />

Moored ship is struck by passing ship;<br />

Chemical hose failure leading release <strong>of</strong> chemicals;<br />

Chemical pipeline failure leading to release <strong>of</strong> chemicals;<br />

Marine loading arm failure leading to flammable gas release;<br />

Liquefied Flammable Gas (LPG) pipeline failure leading to flammable gas release<br />

Marine loading arm failure leading to flammable liquid release;<br />

Flammable liquid pipeline failure leading to flammable liquid release; and<br />

Mooring systems fail leading to ship moving away from the wharf and breaking transfer<br />

connections.<br />

The risk analysis identified two main areas where risk impacts may occur:<br />

<br />

BLB2 Marine Loading Arm area on the wharf deck; and<br />

Pipeline isolating valve station located on the shoreline adjacent to the road.<br />

The cumulative risks for incidents at the MLA and pipeline isolating valve station were assessed.<br />

The risk impacts occur at the existing 50pmpy contour that currently surrounds the proposed BLB2<br />
