1. Introduction<br />

This Environmental Assessment has been prepared to obtain approval for the construction and<br />

operation <strong>of</strong> a second <strong>Bulk</strong> <strong>Liquids</strong> <strong>Berth</strong> (BLB2) facility at <strong>Port</strong> <strong>Botany</strong>. BLB2 will ensure the<br />

continued supply <strong>of</strong> and support the growth in bulk liquids for the State <strong>of</strong> NSW. The proposed<br />

BLB2 will be a shared common user facility managed by Sydney <strong>Port</strong>s Corporation (SPC). BLB2<br />

will be used for importing and exporting refined fuels including petroleum products, chemicals and<br />

hydrocarbons (LPG). The project will consist <strong>of</strong> the following:<br />

Construction <strong>of</strong> a steel piled pier berth adjacent to the existing BLB1 parallel to privately<br />

owned Fishburn Road;<br />

Installation <strong>of</strong> associated infrastructure such as Marine Loading Arms (MLA) and fire fighting<br />

equipment;<br />

Installation <strong>of</strong> additional pipelines from existing user sites to the new berth;<br />

Unloading/loading and maintenance activities associated with the operation <strong>of</strong> facility 24 hours<br />

a day 7 days a week; and<br />

Servicing ships.<br />

BLB2 is proposed to handle the predicted increase in imported and exported chemical, petroleum<br />

and gas products transferred into <strong>Port</strong> <strong>Botany</strong> and to reduce potential risk <strong>of</strong> demurrage costs. The<br />

proposed new berth would also allow the capacity to remain ahead <strong>of</strong> demand and ensure New<br />

South Wales has an efficient facility to service the State.<br />

1.1 Background<br />

The existing <strong>Bulk</strong> <strong>Liquids</strong> <strong>Berth</strong> (BLB1) at <strong>Port</strong> <strong>Botany</strong> is 30 years old and is heavily utilised by<br />

the bulk liquids industry. A second bulk liquids berth (BLB2) is required to meet increasing<br />

demand for bulk liquids in the State <strong>of</strong> NSW.<br />

The existing BLB1 is located in <strong>Botany</strong> Bay at the south-western end <strong>of</strong> Brotherson Dock, <strong>Port</strong><br />

<strong>Botany</strong>, approximately 11 km south <strong>of</strong> the Sydney CBD (Figure 1-1). BLB1 was commissioned in<br />

1979 as a common-user facility and currently handles hazardous and non-hazardous bulk liquids<br />

and gases which are transferred by pipeline to nearby storage and distribution facilities.<br />

The following companies have established bulk liquids/gas storage terminals at the <strong>Port</strong> and are<br />

current tenants <strong>of</strong> SPC:<br />
