South East Region Roundup BOB SMITHSON QPS RESTRUCTURE PROGRAM As we fast approach 1 July, we are moving into the final stages of the QPS restructure program (well, Phase 1, anyway). We have recently seen the placements (and some promotions) of Assistant Commissioners across the state. Our Inspectors have found themselves new homes in some cases, with some staying put with new titles. The Superintendents and Chief Superintendents are also locked in for the next phase of the ride, the ‘implementation phase’, to kick in after 1 July. In the final wash up, the South Eastern Region has not suffered as much disruption as some other areas across the state. Assistant Commissioner Rynders stays in charge of the Region. Chief Superintendent Hollands remains in our area as Gold Coast District Officer. Superintendents Ziebarth and Powers also remain in the area, and we welcome Superintendent Hanbridge who will join the new SER structure. There remain a few vacant positions that will have to be filled in the higher ranks, but I am assured this will be finalised in the very near future. As a result of the restructure, some of our members have been required to change work location. For example, the Gold Coast and Coomera Dog Squad sections will now all work out of the Coomera headquarters. Another piece of news (not directly linked to the restructure) is the impending roll-out across the South Eastern Region of new computers and printer/copier/scanners. These new items of equipment will be gladly received by our members who have been working with some rather antiquated machinery for some time now. DISTRICT APPOINTMENTS You might remember that as part of the last EB outcome known as the QPS Determination 2010, there was provision for a new concept to be known as District Appointments. It has taken almost three years for any movement to occur in this area, but things have now started to progress. The South Eastern Region has been chosen as the initial Region to implement the District Appointment “The South Eastern Region has been chosen as the initial Region to implement the District Appointment concept.” concept. Our members in the area will have recently seen an EOI for officers to consider applying for these District postings: 15 in the Gold Coast and 13 in the Logan District. Being a new concept, it has generated a fair degree of trepidation among our members. There are quite a few unknowns as to what type of duties these selected officers will be performing, and the process is still in its early stages at the time I write this article. However, our Union has been involved in the consultation process with management in the development of this proposal. In particular, our Union has been concerned with the Industrial Relations considerations, with the two key IR issues being tenure and OSA/ equity. The tenure aspect has been covered, whereby successful officers currently attached to stations in the existing Districts will not have their tenure period re-started. Further, the selected officers will receive the OSA and their equity will be assessed primarily on the District Appointment roster. The most pleasing aspect of this new development is that the 28 positions are additional police numbers. They will be uniform officers out on the road every day of the year supporting the frontline troops. The numbers are significant, and worked out mathematically will equate to an extra eight or nine police on the road for each day of the year. “The most pleasing aspect of this District Appointment development is that the 28 positions are additional police numbers.” I can see this is a great opportunity to improve the way we do business in this Region. If the right type of officers are picked for the squads, and they, in turn, are managed and deployed properly, we would hope for a positive outcome. I guess time will tell.
