Updates: EB and The Stewart Restructure • Officers in displaced pool are advised of vacancies as a result of the restructure. • Officers submit EOI for position preferences and relevant personal circumstances. • If more than one officer seeks a vacant position – closed merit process. • Negotiations with unsuccessful officers about suitable placement into a vacant permanent role. • Officers not able to be placed into permanent roles by agreement are assigned to surplus roles by negotiation and compete on merit for future permanent vacancies at their level or promotion. SPECIFIC ISSUES TENURE • In the majority of cases, the QPS Renewal Program will managerially initiate a transfer (MIT) of police officers to new or existing positions in the new structure. • In these circumstances, where an MIT is undertaken, current tenure requirements will be retained and police officers will not be required to commence a new period of tenure. police officer will commence post 1 July, including advice on assistance and available options. DISPLACED QPU MEMBERS OUTSIDE BRISBANE • Deputy Commissioner Ross Barnett has said: ‘I can confirm that displaced officers who are currently based outside of the Brisbane Metropolitan area will be given the option to stay at their centre, in a surplus capacity if vacancies do not currently exist, if they are capable of undertaking mutually satisfactory operational duties. If an officer cannot perform operational duties, re-deployment to another centre offering suitable placement may be necessary. Should this be necessary we will consult with the member and the QPU prior to making any decision.’ • Members are encouraged to try and negotiate a suitable position with local management. • Displaced members should contact their Regional Representative if they have issues or concerns. • Where a member is unable to negotiate a satisfactory position with local management, they should provide a short written outline where they are at and what they envisage into the future. This will be mainly for commissioned officers and OICs, so our QPU members may get some insight into what is happening going forward. This will involve the financial and HR implications. QPS HR are trialling ORION 10 to move toward 1 July, so let’s hope it’s not like Queensland Health. All 86 VRs were accepted by commissioned officers and they will be vacating their positions until 14 June. We were also advised that 70-80% of all Superintendents and Inspectors got one of their three choices, with only three being moved against their wishes. The QPU has had a win in relation to closed merit being determined by geography and not by Regions, and the first stage of closed merit selections is now complete. The second stage will commence shortly, so those who have been displaced and have no position will be offered positions in the new structure and be allowed to compete for new positions. “The QPU has arranged for regular meetings with the QPS Manager, Employee Relations Branch to discuss individual cases.” Hopefully that should be completed shortly, and after that there will be the issue of those who have no position to go to. We will be addressing this when these people are identified. OIC ALLOWANCES • Where a police officer occupies an OIC position prior to 1 July, the officer will continue to occupy an OIC position and receive the OIC allowance. • Where the QPS Renewal Program results in the merging of work units, new business rules and arrangements will be considered post 1 July. • Following any change in the business rules or arrangements, consultation with any impacted summary of issues to the Regional Representative who will forward this to the Senior Industrial Officer. • The QPU has arranged for regular meetings with the QPS Manager Employee Relations Branch to discuss individual cases. LATEST UPDATE The first stage of the implementation is complete, and the QPS is in the transition stage.
