which formal written requests for taking in charge (from residents or developers), were on hands

As the guidelines are silent as to at what point during 2011 the Planning Authority is not satisfied
(as it may well be the case that a development that is not satisfactory at the beginning of the
year, is satisfactory by the end), for the purposes of these returns we have assumed that the
information sought relates to the start of the year (as this is what A relates to).
