LECARROW VILLAGE DESIGN STATEMENT
Design Guidance
Based on the information gathered by
consulting with the community and
analysing the village, the following Design
Guidelines have been prepared.
The aim of these guidelines is to preserve
and enhance the important character
features identified within the VDS and to
encourage proposals for new development
based upon a considered understanding of
the unique character of Lecarrow.
Village Structure
1. The existing structure, shape and sense
of enclosure created by built and
natural features in Lecarrow should be
respected as a product of the evolution
of Lecarrow. As such, new
development should not engulf or
overwhelm the established settlement
pattern.
2. The setting and view of historically
significant buildings should be
preserved and respected when
considering the design and location of
new development.
Landscape Character and Setting
3. New developments should always be
located to ensure that their visual
impact on the landscape is minimal and
complementary.
4. Rooflines of structures should be kept
below the height of the tree canopy.
5. New development should not interfere
with public views of scenic features,
particularly the harbour, canal or lake.
6. New development, infrastructure and
land management should avoid direct
or indirect damage to sites of known
ecological interest, particularly the
water courses.
7. New developments should place an
emphasis on native planting which
have a high biodiversity value.
8. In particular, mature trees enhance the
rural setting of Lecarrow. It is
important that such trees be respected
and preserved. If development is
proposed for lands containing such
trees, the trees should be incorporated
as key features within the new
development.
Roads, Traffic & Services
9. Traffic calming measures and the
introduction of footpaths for pedestrian
safety should be a high priority
throughout the village.
10. New or replacement street lighting
should adopt best practice to reduce
glare and light pollution. Where
feasible, white down-lighting around
residential areas is preferable.
11. Ensure roads are well maintained
including adequate drainage to reduce
flooding.
Maintaining the Existing Built Fabric
12. Efforts should be made to refurbish
existing buildings where possible,
particularly the mill, courthouse and
old barracks.
13. Traditional features such as timber
sliding sash windows and timber doors
