about <strong>the</strong> level <strong>of</strong> integrated interventi<strong>on</strong> between <strong>the</strong> services did not deflect<br />

<strong>the</strong> majority <strong>of</strong> <strong>the</strong>se young people <strong>on</strong> <strong>the</strong>ir journey to secure accommodati<strong>on</strong><br />

or <strong>the</strong> Juvenile Justice Centre.<br />

There were some notable excepti<strong>on</strong>s, <strong>and</strong> in <strong>the</strong>se cases, success was<br />

achieved through meaningful engagement by pr<strong>of</strong>essi<strong>on</strong>als who were<br />

accessible, flexible <strong>and</strong> innovative in <strong>the</strong>ir approach <strong>and</strong> resp<strong>on</strong>ses to <strong>the</strong><br />

young people. This was particularly noted as being <strong>of</strong> value during times <strong>of</strong><br />

crisis. The introducti<strong>on</strong> by some trusts <strong>of</strong> <strong>the</strong> specialist multidisciplinary teams<br />

to engage with young people in residential care is a positive progressi<strong>on</strong> in<br />

this regard. However, <strong>the</strong>re is scope to c<strong>on</strong>sider how <strong>the</strong> required quality <strong>and</strong><br />

intensity <strong>of</strong> support can be more innovatively <strong>and</strong> uniformly developed to this<br />

group <strong>of</strong> young people <strong>on</strong> a regi<strong>on</strong>al basis.<br />

The final area <strong>of</strong> practice identified through this inspecti<strong>on</strong> was in relati<strong>on</strong> to<br />

<strong>the</strong> operati<strong>on</strong> <strong>and</strong> effectiveness <strong>of</strong> <strong>the</strong> restricti<strong>on</strong> <strong>of</strong> liberty panels regi<strong>on</strong>ally.<br />

The restricti<strong>on</strong> <strong>of</strong> liberty panels are <strong>the</strong> decisi<strong>on</strong> making body which<br />

determined which young people were put forward for secure care. As<br />

discussed earlier in this report <strong>the</strong>re are inequities in how <strong>the</strong>y are c<strong>on</strong>stituted<br />

<strong>and</strong> in <strong>the</strong>ir operati<strong>on</strong>al practice. One <strong>of</strong> <strong>the</strong> functi<strong>on</strong>s <strong>of</strong> <strong>the</strong>se panels is to<br />

ensure that all alternative care <strong>and</strong> support opti<strong>on</strong>s have been exhausted prior<br />

to <strong>the</strong> c<strong>on</strong>siderati<strong>on</strong> <strong>of</strong> secure accommodati<strong>on</strong>. As referenced throughout this<br />

report this breadth <strong>of</strong> enquiry was found to be not a thorough as it could be in<br />

all pathways. Within this c<strong>on</strong>text <strong>the</strong> lack <strong>of</strong> <strong>the</strong> voice <strong>of</strong> <strong>the</strong> young pers<strong>on</strong><br />

<strong>and</strong>/or advocate was also an area to be addressed.<br />

The c<strong>on</strong>sequence <strong>of</strong> not getting a place in secure care was c<strong>on</strong>siderable for<br />

this group <strong>of</strong> young people. The alternative c<strong>on</strong>tingency planning did not<br />

provide <strong>the</strong> robust form <strong>of</strong> interventi<strong>on</strong> required. Three out <strong>of</strong> five young<br />

people who did not get a place in secure care went into <strong>the</strong> Juvenile Justice<br />

Centre shortly afterwards. The implicati<strong>on</strong>s inherent in this scenario could<br />

imply that <strong>the</strong> trust, as corporate parent, should have d<strong>on</strong>e more to adhere to<br />

<strong>the</strong> principle <strong>of</strong> detenti<strong>on</strong> as a measure <strong>of</strong> last resort <strong>and</strong> prevented <strong>the</strong> young<br />

people's pathways from entering a criminal justice regime.<br />

Given that <strong>the</strong> 10 young peoples' cases involved in this inspecti<strong>on</strong> were<br />

selected from each <strong>of</strong> <strong>the</strong> five HSC trust areas, <strong>the</strong> trusts should c<strong>on</strong>sider <strong>the</strong><br />

findings <strong>of</strong> this report <strong>and</strong> c<strong>on</strong>sider how, as corporate parent, <strong>the</strong>y can fur<strong>the</strong>r<br />

act in <strong>the</strong> best interests <strong>of</strong> <strong>the</strong>se <strong>and</strong> o<strong>the</strong>r young people in <strong>the</strong>ir care.<br />
