1.1 C<strong>on</strong>text for <strong>the</strong> Pathway Inspecti<strong>on</strong><br />
As a result <strong>of</strong> RQIA's <strong>on</strong>going inspecti<strong>on</strong> programme, over a sustained period <strong>of</strong><br />
time, a particular trend was noted regarding <strong>the</strong> care pathways <strong>of</strong> some young<br />
people who had been admitted to Nor<strong>the</strong>rn Irel<strong>and</strong>'s <strong>on</strong>ly secure accommodati<strong>on</strong><br />
facility. Some young people had been admitted to secure accommodati<strong>on</strong> having<br />
spent <strong>on</strong>ly a comparatively short period <strong>of</strong> time in a children's home. For o<strong>the</strong>rs,<br />
<strong>the</strong>ir care plans <strong>on</strong> admissi<strong>on</strong> to <strong>the</strong> children's home indicated a range <strong>of</strong> alternative<br />
care opti<strong>on</strong>s that could have been potentially utilised <strong>and</strong> did not involve secure<br />
accommodati<strong>on</strong>. RQIA was interested <strong>the</strong>refore in examining more closely <strong>the</strong> care<br />
pathways <strong>of</strong> <strong>the</strong>se young people <strong>and</strong> <strong>the</strong> factors that had influenced <strong>the</strong>ir pathways<br />
<strong>and</strong> had a direct impact <strong>on</strong> <strong>the</strong> outcomes <strong>the</strong>y experienced.<br />
A series <strong>of</strong> reports have highlighted issues relating to 'looked after young people'<br />
within <strong>the</strong> care system <strong>and</strong> <strong>the</strong>ir involvement with <strong>the</strong> secure accommodati<strong>on</strong> facility<br />
including:<br />
• Social Services Inspectorate (SSI) <strong>and</strong> Educati<strong>on</strong> <strong>and</strong> Training Inspectorate<br />

1.2. Admissi<strong>on</strong> to <strong>Care</strong><br />
In Nor<strong>the</strong>rn Irel<strong>and</strong>, government policy stipulates that it is in <strong>the</strong> child's best interests<br />
to be brought up <strong>and</strong> cared for within <strong>the</strong>ir own families. However, for some children<br />
this is not always possible <strong>and</strong> <strong>the</strong>y require state interventi<strong>on</strong> <strong>and</strong> support from <strong>the</strong>ir<br />
local HSC trust under <strong>the</strong> provisi<strong>on</strong> <strong>of</strong> Article 17 <strong>of</strong> <strong>the</strong> Children (NI) Order 1995.<br />
The Children (NI) Order 1995, Article 21, also makes provisi<strong>on</strong> which enables <strong>the</strong><br />
state to remove a child from <strong>the</strong> care <strong>of</strong> parents if <strong>the</strong>y believe <strong>the</strong> child is at risk <strong>of</strong><br />
harm. The decisi<strong>on</strong> is based <strong>on</strong> an assessment <strong>of</strong> <strong>the</strong> young pers<strong>on</strong>'s needs which,<br />
for some young people, can be very complex <strong>and</strong> present a challenge to <strong>the</strong> HSC<br />
trusts who are working to achieve child centred, positive outcomes in <strong>the</strong>ir lives. The<br />
majority <strong>of</strong> children who require care away from <strong>the</strong>ir parents are usually<br />
accommodated by foster parents or in a residential care setting. Preferably, this is<br />
achieved through c<strong>on</strong>sultati<strong>on</strong> <strong>and</strong> by agreement with <strong>the</strong> child's parents <strong>and</strong> at this<br />
point <strong>the</strong> child becomes 'looked after' by <strong>the</strong> HSC trust.<br />
The decisi<strong>on</strong> to remove a child from <strong>the</strong> care <strong>of</strong> his parents/carers is usually a<br />
traumatic event for <strong>the</strong> family <strong>and</strong> child, <strong>and</strong> is <strong>on</strong>ly c<strong>on</strong>sidered when all o<strong>the</strong>r<br />
opti<strong>on</strong>s have been exhausted. It is, <strong>the</strong>refore, incumbent up<strong>on</strong> <strong>the</strong> trust to ensure<br />
that <strong>the</strong> plan <strong>of</strong> interventi<strong>on</strong> causes <strong>the</strong> least disrupti<strong>on</strong> to <strong>the</strong> child's family life.<br />
Young people can be placed in a range <strong>of</strong> settings including with family members or<br />
in foster care or residential care. If, for whatever reas<strong>on</strong>, <strong>the</strong> care plan does not<br />
meet <strong>the</strong> young pers<strong>on</strong>'s needs <strong>and</strong> he/she c<strong>on</strong>tinues to be c<strong>on</strong>sidered at risk, <strong>the</strong><br />
