In <strong>the</strong> Belfast Trust, <strong>the</strong> controlled drug policy has not yet been updated to<br />

reflect non-medical prescribers, and <strong>the</strong> <strong>in</strong>tention is to <strong>in</strong>clude <strong>the</strong>m <strong>in</strong> <strong>the</strong><br />

general monitor<strong>in</strong>g process. A central register <strong>of</strong> all non-medical prescribers<br />

will be developed.<br />

The South Eastern Trust has developed a policy for non-medical prescribers<br />

who will be required to be on a trust register and <strong>in</strong>clude controlled drugs on<br />

<strong>the</strong>ir parameters <strong>of</strong> prescrib<strong>in</strong>g if <strong>the</strong>y are to be considered competent to<br />

prescribe.<br />

Pharmacist <strong>in</strong>dependent prescribers must complete <strong>the</strong> Nor<strong>the</strong>rn Ireland<br />

Centre for Pharmacy Learn<strong>in</strong>g and Development (NICPLD) distance learn<strong>in</strong>g<br />

package for controlled drugs.<br />

A non-medical prescribers’ subgroup has been set up to consider how<br />

pharmacy and nurs<strong>in</strong>g non-medical prescribers will be audited.<br />

Primary care prescriptions issued by non-medical prescribers who prescribe<br />

controlled drugs are received regularly from <strong>the</strong> Health and Social Care Board<br />

and checked aga<strong>in</strong>st <strong>the</strong> prescriber’s agreed parameters <strong>of</strong> prescrib<strong>in</strong>g.<br />

In <strong>the</strong> Sou<strong>the</strong>rn Trust, <strong>the</strong> only non-medical prescribers who can prescribe<br />

controlled drugs are those <strong>in</strong>volved <strong>in</strong> palliative care, emergency department<br />

and cardiac emergency nurs<strong>in</strong>g. All non-medical prescribers must provide <strong>the</strong><br />

AO with evidence <strong>of</strong> hav<strong>in</strong>g successfully completed a course on controlled<br />

drug prescrib<strong>in</strong>g. They must also provide a list <strong>of</strong> drugs that <strong>the</strong>y are<br />

competent to prescribe, signed by <strong>the</strong>ir mentor. A register will also be held.<br />

In <strong>the</strong> Western Trust, all new non-medical prescribers apply to <strong>the</strong> trust nonmedical<br />

prescriber work<strong>in</strong>g group for <strong>in</strong>clusion on <strong>the</strong> trust register. Details <strong>of</strong><br />

<strong>the</strong>ir parameters <strong>of</strong> prescrib<strong>in</strong>g are certified by <strong>the</strong>ir manager and lead<br />

cl<strong>in</strong>ician. The AO meets with all applicants who must present evidence <strong>of</strong><br />

completion <strong>of</strong> <strong>the</strong> Nor<strong>the</strong>rn Ireland onl<strong>in</strong>e controlled drug course.<br />

At present, only non-medical prescribers who work <strong>in</strong> accident and emergency<br />

or palliative care can prescribe controlled drugs. Fur<strong>the</strong>r governance<br />

arrangements are be<strong>in</strong>g put <strong>in</strong> place to support future roll out <strong>in</strong> l<strong>in</strong>e with <strong>the</strong><br />

legislation.<br />

In <strong>the</strong> Nor<strong>the</strong>rn Trust at <strong>the</strong> time <strong>of</strong> <strong>the</strong> review <strong>the</strong>re was no approved policy<br />

<strong>in</strong>volv<strong>in</strong>g controlled drug prescrib<strong>in</strong>g for non-medical prescribers, and so <strong>the</strong>y<br />

are not authorised to prescribe.<br />

All trusts are at different stages <strong>in</strong> <strong>the</strong>ir development <strong>of</strong> non-medical<br />

prescrib<strong>in</strong>g procedures, with some at an early stage <strong>of</strong> development.<br />
