8. Summary Recommendations<br />

Recommendation 1<br />

Trusts should review <strong>the</strong> arrangements to support Accountable Officers to<br />

ensure that <strong>the</strong>y are provided with sufficient resources to carry out <strong>the</strong>ir role.<br />

Recommendation 2<br />

Trusts should consider whe<strong>the</strong>r an annual controlled drugs report should be<br />

provided by <strong>the</strong> Accountable Officers to Trust Boards.<br />

Recommendation 3<br />

Trusts should ensure that relevant staff at all levels <strong>in</strong> <strong>the</strong> organisation are<br />

aware <strong>of</strong> <strong>the</strong> role <strong>of</strong> <strong>the</strong> Accountable Officer.<br />

Recommendation 4<br />

All trusts should cont<strong>in</strong>ue to develop <strong>the</strong>ir monitor<strong>in</strong>g processes for schedule<br />

3, 4 and 5 drugs.<br />

Recommendation 5<br />

Trusts should ensure that all relevant staff have an awareness <strong>of</strong> <strong>the</strong> potential<br />

for controlled drug abuse <strong>in</strong> <strong>the</strong> hospital sett<strong>in</strong>g and also <strong>of</strong> <strong>in</strong>dicators <strong>of</strong><br />

abuse.<br />

Recommendation 6<br />

Trusts should ensure that ward handovers for controlled drugs are conducted<br />

<strong>in</strong> l<strong>in</strong>e with Standard Operat<strong>in</strong>g Procedures.<br />

Recommendation 7<br />

Trusts should consider carry<strong>in</strong>g out observation audits <strong>of</strong> controlled drug<br />

management.<br />

Recommendation 8<br />

Trusts should assure <strong>the</strong>mselves that appropriate tra<strong>in</strong><strong>in</strong>g is provided for<br />

medical staff <strong>in</strong> <strong>the</strong> use and management <strong>of</strong> all schedules <strong>of</strong> controlled drugs.<br />

Recommendation 9<br />

Trusts should work towards provid<strong>in</strong>g appropriate pharmacy resource <strong>in</strong>to all<br />

wards that use controlled drugs.<br />

Recommendation 10<br />

Trusts should cont<strong>in</strong>ue to develop <strong>the</strong>ir policies for non – medical prescrib<strong>in</strong>g<br />

<strong>of</strong> controlled drugs which should <strong>in</strong>clude processes for monitor<strong>in</strong>g and audit.<br />

Recommendation 11<br />

Trusts should ensure multidiscipl<strong>in</strong>ary <strong>in</strong>put when develop<strong>in</strong>g and review<strong>in</strong>g<br />

Standard Operat<strong>in</strong>g Procedures.<br />
