Table no.1: Basic <strong>project</strong> information<br />

The <strong>project</strong> is situated in Umarala taluka <strong>of</strong> Bhavnagar district. The <strong>project</strong> comprises five Gram Panchayats viz. Dedakadi, Devaliya, Langala,<br />

Limbada & Ranghola. Total geographical area <strong>of</strong> the cluster is 5812.6 Ha & Project area is 5312.6 Ha. Total <strong>project</strong> cost is Rs 637.12 Lacs. The biggest village<br />

is Limbada, so <strong>project</strong> cluster is identified with its name. Total geographical area <strong>of</strong> the cluster is 5812.6 total area proposed to be treated is 5312.6 Ha.<br />

All 5 villages are well connected with pucca road. Patel, Koli & Harijan are main communities in the villages. The people <strong>of</strong> this village are primarily<br />

based on rainfed agriculture, wage labour and animal husbandry. The cluster is comprises 4 micro watershed viz. 5G2C4d1b, 5G2C4d1a, 5G2C4d2d,<br />

5G2C4c3m. DWDU Bhavnagar has been appointed as Project implementation Agency. One large dam is situated on upstream <strong>of</strong> Rangholi river near <strong>project</strong><br />

area.<br />

Prioritization <strong>of</strong> the Project<br />

Prioritization <strong>of</strong> micro watershed has been done by considering socioeconomic as well as physical parameters. Based on 13 parameters priority map<br />

has been prepared by BISAG, which provides technical support for watershed <strong>project</strong> <strong>of</strong> Gujarat state. Watershed <strong>Development</strong> Program is prioritized on the<br />

basis <strong>of</strong> thirteen parameters namely Poverty Index, Percentage <strong>of</strong> SC/ST, Actual wages, Percentage <strong>of</strong> small and marginal farmers, Ground water status,<br />

Moisture Index, Area under rainfed agriculture, Drinking water situation in the area, Percentage <strong>of</strong> the degraded land, Productivity potential <strong>of</strong> the land,<br />

Continuity <strong>of</strong> another watershed that has already developed/treated, Cluster approach for plain or for hilly terrain. Based on these thirteen parameters a<br />

composite ranking was given to Limbada Watershed <strong>project</strong> as given in table no. 2. Cluster approach was followed taking into consideration four microwatersheds<br />

covering a total area <strong>of</strong> 5312.6 Ha. Thus a cumulative score <strong>of</strong> 93.5<br />

The village has been benefited by various schemes <strong>of</strong> rural development. Currently MGNREGA &TSC is running in the village. This is the first<br />

watershed <strong>project</strong> in four out <strong>of</strong> five Villages.<br />

i. MGNREGA: (MNREGA) is an Indian job guarantee scheme, enacted by legislation on August 25, 2005. The scheme provides a legal guarantee for one<br />

hundred days <strong>of</strong> employment in every financial year to adult members <strong>of</strong> any rural household willing to do public work-related unskilled manual work at the<br />

statutory minimum wage <strong>of</strong> Rs.100 per day. Construction <strong>of</strong> bori bhandhs & Desilting <strong>of</strong> village ponds, Afforestation etc activities have been taken-up under<br />

MGNREGA.<br />

ii. Total Sanitation Campaign (TSC): Total Sanitation Campaign is a comprehensive programme to ensure sanitation facilities in rural areas. Individual<br />

toilets are constructed under TSC programme.<br />

iii. Awas Yojana: House for BPL had been constructed under Indira Avas Yojana (IAY) & Saradar Avas Yojana(SAY)<br />

IV. Swajal Dhara: facilitating organization working towards drinking water security and habitat improvement by empowering communities to manage<br />

their local water sources, drinking water supply and environmental sanitation. Ro<strong>of</strong> water Harvesting Structure with ground water tank has been<br />

constructed.

Project Implementing Agency<br />

Project Implementing Agency (PIA) is being selected by an appropriate mechanism by State Level Nodal Agency (SLNA). PIAs would be responsible<br />

for implementation <strong>of</strong> watershed <strong>project</strong>. These PIAs may include relevant line departments, autonomous organizations under State/Central Governments,<br />

Government Institutes/Research Bodies, Intermediates Panchayats, voluntary Organizations (VOs). The PIA <strong>of</strong> IWMP - 6 watershed <strong>project</strong> is District<br />

Watershed <strong>Development</strong> Unit, Bhavnagar.<br />

District Watershed <strong>Development</strong> Unit (DWDU)<br />

The organization and its objectives:<br />

The District Watershed <strong>Development</strong> Unit (DWDU), Bhavnagar is a district level nodal agency and was established where area is more than 25000Ha<br />

for the smooth implementation <strong>of</strong> watershed <strong>project</strong>s in the district. The District <strong>Development</strong> Officer (DDO) is the chairman <strong>of</strong> the DWDU. The DWDU have<br />

dedicated and experience staffs compromising one Project Manager (deputation from Gujarat Forest Department) a Technical Expert (on contract basis) and<br />

Multidisciplinary team <strong>of</strong> Agriculture Expert, Community Mobilization Expert, Civil Engineer, Computer Operator, Surveyor and Accountant are recruited.<br />

The objective <strong>of</strong> DWDU are supervising, planning, implementing, documenting and promoting watershed development <strong>project</strong>s and related development<br />

activities in the district, also DWDU will work as PIA for IWMP <strong>project</strong>s.<br />

Each PIA has put in position a dedicated watershed development team (WDT) with the approval <strong>of</strong> DWDU. The WDTs are hired on<br />

contract for 11 months. The composition <strong>of</strong> the WDT will be indicated in the contract/ MOU. No program funds for DPR and watershed works<br />

under any circumstances should be released to either the PIA or Watershed Committee (WC) unless the composition <strong>of</strong> the WDT has been<br />

clearly indicated in the MOU/ contract and the team members are fully in place. Three WDTs viz. agriculture, Civil Engineering & social<br />

mobilization - institutional building experts have been recruited. For assistance in <strong>of</strong>fice work Accountant, data entry operator, surveyor &<br />

messenger have been recruited.<br />

Umrala Taluka Comes under IWDP block in Bhavnagar district. IWDP – 4 is running in 10 villages Bhavnagar. The cluster has 5 villages however it has very<br />

less forest Area. The cluster does not enjoy assured irrigation facility. However Waste Land in the <strong>project</strong> area is very high.<br />

As Bhavnagar district is a part <strong>of</strong> Saurashtra region, the major type <strong>of</strong> soil is Vertisols. It may form residually from weathered limestone or basalt. These soils are<br />

generally developed from parent materials that are rich in alkaline earth cations (Ca and Mg). The weathering <strong>of</strong> these rocks produces black cotton soil type clay. Normally<br />

Waste lands the soils where weathering is not completed.<br />

Soil sample collected from field for soil analysis. Sampling is done by scientific technique. Soil pH is a measure <strong>of</strong> the soil acidity or soil alkalinity. An<br />

acid solution has a pH value less than 7. While a basic solution always has a pH larger than 7, an alkaline solution (i.e., a solution with positive acid<br />

neutralizing capacity), can also be defined as the negative logarithm <strong>of</strong> hydroxide ions in the soil. It therefore does not necessarily have a pH larger than 7. In<br />

the <strong>project</strong> area soil ph ranges from 7.5 to 8.5 which indicate alkalinity <strong>of</strong> soil. However soil ph is below 8.5 in every sample soil<br />

Umarala Taluka <strong>of</strong> Bhavnagar district receives annual rainfall <strong>of</strong> 650 mm in 35 rainy days with high coefficient <strong>of</strong> variation. High coefficient <strong>of</strong><br />

Cotton, Ground nut, Bajara, Tal and Sorghum are 5 main Kharif Crops grown over an area <strong>of</strong> 567154 Ha. Cotton is the main crop covering 55 % <strong>of</strong><br />

As the area does not enjoy assured irrigation facility, Rabi crop can’t be grown in whole agricultural land. Other than agricultural food crops farmers<br />

use to grow animal fodder in some part out <strong>of</strong> total land. As water shortage is a big issue no crop can be taken in summer. Overall only one or two crops are<br />

taken in year. As no Irrigation facility is available no one grow anything in summer.<br />

The table below reveals that though Limbada is the biggest village in the cluster, animal population is the highest Ranghola. The cluster has good<br />

opportunity in animal husbandry. As no Milk co operative is working till now, it can be linked with the newly opened dairy in Sihor. This will give them a good source<br />

<strong>of</strong> income as village people <strong>of</strong> Anand & other north Gujarat district are getting.<br />

Watershed Activities

Watershed management as a strategy has been adopted by Government <strong>of</strong> India especially in the rain-fed regions <strong>of</strong> semi-arid tropics. These regions<br />

are characterized by low and undependable rain, low soil fertility, poor infrastructure development, low literacy and high incidence <strong>of</strong> migration. Several<br />

studies have identified that there is a dire need <strong>of</strong> a systematic and scientific approach to deal with watershed development. The common guidelines<br />

generate a fresh and flexible framework for the next generation watershed development.<br />

4.1. Scientific Planning:<br />

i) Cluster Approach<br />

This envisages a broader vision <strong>of</strong> Geo-hydrological unit which involves treating a cluster <strong>of</strong> micro-watershed. The Eval Project consists <strong>of</strong> four micro-<br />

watersheds namely 5G2C4d1b, 5G2C4d1a, 5G2C4d2d, 5G2C4c3m as their respective codes.<br />

ii) Base line Survey<br />

To access the impact <strong>of</strong> any watershed development programme a <strong>detailed</strong> baseline survey has to be conducted. This acts a benchmark for any intervention<br />

during and post implementation <strong>of</strong> any development programme. A <strong>detailed</strong> baseline survey was undertaken which involved household census survey, Biophysical<br />

survey and Village level data collection from Talati –cum mantri. Household census survey includes a <strong>detailed</strong> questionnaire which was been filled<br />

by visiting each and every household in the village. This gave in the details <strong>of</strong> the demographic pr<strong>of</strong>ile <strong>of</strong> the village, the literacy percentage, SC/ST<br />

population, number <strong>of</strong> BPL household, cattle population, net consumption rate in the village, average milk production <strong>of</strong> the cattle and various schemes<br />

running and their benefits<br />

Bio-physical survey was undertaken to identify various natural resources available in the village. It included the soil typology, well in the area, crop taken in<br />

the field, Cropping pattern, fertilizer used and various sources <strong>of</strong> irrigation in the field.

iii) Participatory <strong>Rural</strong> Appraisal (PRA)<br />

The past experience <strong>of</strong> watershed has given tremendous input to focus on creating accountability <strong>of</strong> the stakeholders towards the programme. This has<br />

created an emphasis to include all the stakeholder communities and their local and indigenous Technological Knowledge (ITK) while planning for any<br />

activity. Participatory approach provides a new path for planning, implementing, and monitoring and post- withdrawal activities with a complete<br />

accountability <strong>of</strong> the stakeholders. Various PRA techniques like resource mapping, social mapping, and season calendars were used to understand the<br />

physical and social orientation <strong>of</strong> the village in general and watershed in specific. These tools put the villagers in ease than the complicated questionnaires.<br />

Various tools like Matrix ranking, Venn Diagram were used to identify various local vegetations (apt for afforestation), Fodders crops , various institution<br />

and their significance in the life <strong>of</strong> the farmers<br />

iv) Use <strong>of</strong> GIS and Remote Sensing for Planning<br />

Use <strong>of</strong> various high science tools has been promoted at various stages <strong>of</strong> watershed development.<br />

a) Prioritization<br />

Geographical Information System (GIS) has been used for prioritization process. Various layer maps were created like Geo-morphological, Soil, BPL<br />

Population, SC/ST population, Ground water Status, Drinking water situation Slope percent. These were all given proper weightage according to the DoLR<br />

specification. This helped in prioritization <strong>of</strong> various watershed areas.<br />

b) Planning<br />

A action plan matrix was formulated by State Level Nodal Agency (SLNA) taking into account various features like the slope percent, soil Depth, Soil Texture,<br />

Soil erosion in the area for wasteland, forest land and agricultural land. Global positioning System (GPS) was used to identify each and every water

conservation structures available in the <strong>project</strong> area. This was used to create a map. Contour Map <strong>of</strong> vertical interval <strong>of</strong> 1 meter at a scale <strong>of</strong> 1:8000 was used<br />

for identifying various locations for soil and water conservation structures.<br />

c) Hydrological modeling<br />

Hydrology modelling technique was used for locating drainage, stream length, flow direction, sink, Flow accumulation. This model overlaid over cadastral<br />

map to calculate the catchment area <strong>of</strong> each structures like the check dam etc. This has helped to remove the human error which generally occurs while<br />

calculating the catchment area <strong>of</strong> a check dam.<br />

It is a committee that is constituted by Gram Sabha to implement the watershed <strong>project</strong> with technical support <strong>of</strong> WDT in the village. This committee<br />

is registered under Society Registration Act 1860. The Gram Sabha <strong>of</strong> the village selects the chairman <strong>of</strong> the watershed committee with secretary who<br />

will be a paid functionary.<br />

WDT member is also a member <strong>of</strong> Watershed committee. There will be separate a bank account for watershed <strong>project</strong> fund. Money can be debited<br />

by joint signature <strong>of</strong> Nodal Officer (PIA representative), president & secretary <strong>of</strong> Watershed committee.<br />

The watershed committee has a pivotal role to play during and after the <strong>project</strong> implementation period.<br />

SHG Formation<br />

Self Help Groups are formed <strong>of</strong> weaker section <strong>of</strong> the society. Community Mobilizer will play an important role in this activity.<br />

The Watershed Committee shall constitute SHGs in the watershed area with the help <strong>of</strong> WDT from amongst poor, small and marginal farmer<br />

households, landless/asset less poor agricultural laborers, women, shepherds and SC/ST persons. These Groups shall be homogenous groups<br />

having common identity and interest who are dependent on the watershed area for their livelihood. Each Self Help Group will be provided with<br />

a revolving fund <strong>of</strong> an amount to be decided by DWDU.<br />

User Groups<br />

The Watershed Committee (WC) shall also constitute User Groups in the watershed area with the help <strong>of</strong> WDT. These are homogenous<br />

groups <strong>of</strong> persons most affected by each work/ activity and shall include those having land holdings within the watershed areas. Each User<br />

Group shall consist <strong>of</strong> those who are likely to derive direct benefits from a particular watershed work or activity. The Watershed Committee<br />

(WC) with the help <strong>of</strong> the WDT shall facilitate resource-use agreements among the User Groups based on the principles <strong>of</strong> equity and<br />

sustainability.<br />

Entry Point Activity:<br />

Entry point activity is an important work for <strong>project</strong> implementation Agency (PIA) , which will help them to establish rapport with village people and<br />

get in to the village. So entry point activity should be selected very carefully which will give benefit to all village people. Success <strong>of</strong> any <strong>project</strong> depends on<br />

involvement <strong>of</strong> local community. Villagers are the important stake holders who will be directly benefited from the <strong>project</strong>. Entry point activity is done during<br />

first phase <strong>of</strong> the <strong>project</strong>. It is done solve immediate problem <strong>of</strong> the village and create good impression & feeling so the villager support the watershed<br />

<strong>project</strong> & it can be run successfully.<br />

The village is facing acute shortage <strong>of</strong> water. One check dam constructed by villagers however its apron wall had not been made due to lack <strong>of</strong> sufficient<br />

fund. So their first requirement is to construct apron wall the check dam. Another big problem in the <strong>project</strong> area is <strong>of</strong> crop protection, animals like antelope,<br />

deer, pig spoil atleast 20 percent <strong>of</strong> crop output. If we reduce it then production will automatically raise. So it can be protected by electric shock & sound<br />

system. When animal touch the line it get electric shock & sound come out so it will run away.<br />

that. As various NGOs & government institutes are ready to do this work. But a grass root level Krishi Vigyan Kendra (KVK) has to deliver well as they have<br />

one <strong>of</strong> the best extension wing. KVK situated in Sanosara village <strong>of</strong> Shihor taluka. Which is only 8 Km away from <strong>project</strong> area. SPIPA & DSC will train PIA &<br />

WDT for proper implementation <strong>of</strong> program, while BIAF & VRTI will work for animal Husbandry & community mobilization.<br />

OUTCOMES<br />

The village already get benefit <strong>of</strong> MNREGA. However IWMP <strong>project</strong> have special fund allocation for assetless people as well as micro enterprise &<br />

production system, which enable village community towards sustainable source <strong>of</strong> income i.e. self employment. The <strong>project</strong> will not only ensure<br />

employment but also promote microenterprise which will create other source <strong>of</strong> income other than agriculture & also make agriculture more pr<strong>of</strong>itable.<br />

Priority will be given to weaker section <strong>of</strong> the society i.e. women, BPL & SC/ST. However no ST population resides in the <strong>project</strong> area.<br />

Sustainable Agriculture: In the recent decades, there is an increasing demand <strong>of</strong> organic foods in the developed world. Organic farming is an important<br />

pillar <strong>of</strong> sustainable agriculture, which is beneficial for producers and consumers both. India has a great potential for organic farming using traditional<br />

wisdoms prevailing in the villages <strong>of</strong> India. In fact, a large section <strong>of</strong> Indian agriculture uses more or less organic method <strong>of</strong> farming using minimum level <strong>of</strong><br />

chemical inputs. Promotion <strong>of</strong> organic farming in Cluster could prove beneficial to Farmers <strong>of</strong> the cluster<br />

Issues need to be addressed.<br />

Soil fertility A continuous fall in soil fertility is a major problem in many parts <strong>of</strong> Botad taluka as productivity is decreasing day by day. Sustainable<br />

agriculture improves fertility and soil structure and prevents erosion, so would be an answer to this problem.<br />

Water Irrigation is the biggest consumer <strong>of</strong> fresh water, and fertilizer and pesticides contaminate both surface- and groundwater. Sustainable agriculture<br />

increases the organic matter content <strong>of</strong> the topsoil, so raising its ability to retain and store water that falls as rain.<br />

Improved Crematoria Design<br />

As per the Hindu tradition after death the mortal remains <strong>of</strong> a human are confined to the holy fire "The Agni". Traditionally wood and dung cakes are<br />

used to cremate the dead body. In a traditional arrangement adopted for cremation normally about 250 to 300 kilos <strong>of</strong> wood besides a few kilos <strong>of</strong> dung<br />

cakes are consumed per dead body - meaning each dead body needs about 5 to 6 times its weight <strong>of</strong> wood for its cremation. As a result annually lakhs <strong>of</strong> tons<br />

<strong>of</strong> wood is destroyed for this inevitable activity. It is estimated that in Gujarat annually over 2 lakhs trees are being cut down for providing wood for<br />

cremation alone.<br />

The Improved Crematoria developed in Gujarat exhibited a potential <strong>of</strong> saving about 40 to 50% <strong>of</strong> wood consumed for cremation. The activity, which<br />

earlier required about 250 to 300 kilos, could now be accomplished with 140 to 160 kilos only. Hence a saving <strong>of</strong> 100 to 150 kilos <strong>of</strong> wood per cremation.<br />

The solution is a simple pre-fabricated cremation bed against the traditional method in which the pyre is set directly on the floor.<br />

PROMOTION OF EFFICIENT WOOD CREMATORIA IN GUJARAT<br />

The Forest Department, Govt. <strong>of</strong> Gujarat and Gujarat Energy <strong>Development</strong> Agency have been promoting use <strong>of</strong> improved designs <strong>of</strong> Wood-based Efficient<br />

Crematoria in Gujarat since last two decades. The two designs are pre-fabricated cradle-like iron structures designed to provide proper aeration for efficient<br />

combustion.<br />

DESIGN & TECHNICAL SPECIFICATION<br />

The design being propagated by GEDA is built up <strong>of</strong> cast iron and mild-steel components and weighs about 430 kilos. The Forest design is fully caste<br />

weighing around 750 to 800 kilos.

As shown in the sketch it is a cast iron cradle made up <strong>of</strong> cast iron (CI) sidebars and fire bars, supported by a heavy mild-steel (MS) frame structure. The<br />

sidebars and fire bars are secured by heady duty bolts & nuts. The overall dimension <strong>of</strong> the crematoria is 1950 mm X 905 mm X 820 mm. Weight <strong>of</strong> cast iron<br />

components is used is about 325 to 330 kilos and that <strong>of</strong> mild-steel is about 100 to 110 kilos. The total structure is laid on a PCC floor and can be either<br />

grouted or secured using foundation bolts. The components <strong>of</strong> the crematoria are as listed below:<br />

2.Fire bar/plates CI 8 nos.<br />

3.Vertical Supports MS 6 nos.<br />

4.Horizon. Supports MS 2 nos.<br />
