Valley Opportunity Council, Inc. (VOC) administers these programs under subcontract<br />
with the Colleges of Worcester Consortium (COWC) and the Massachusetts Department<br />
of Elementary and Secondary Education.<br />
In addition to the adult focus of the EOC, the center also provides educational services<br />
to area youth through the Talent Search, Kids to College, and Gear-Up projects.<br />
These programs encourage and help middle school students to complete high school<br />
and pursue post-secondary education. Participants are recruited from targeted schools<br />
in Springfield and Holyoke.<br />
