GM’s Desk 

Singapore just celebrated her biggest birthday party, our nation’s 45 years of 

independence. The icing of this birthday bash must surely be the successful staging of 

the inaugural Youth Olympic Games (YOG). As Singaporeans, we are extremely proud 

that we have been able to host the YOG. Our Games Village was even mentioned by the 

President of the International Olympic Committee (IOC) as being on par with the best 

Olympic Games Villages that he had visited. Kudos to all our members who have helped 

make the YOG a success. 

The Club did her bit to both celebrate our nation’s 45th anniversary and support the 

YOG. Club activities were organized which were associated with the numbers 45, such 

as a bowling marathon at $4.50 for 3 games. These were met with an overwhelming 

response. We supported the YOG by purchasing games tickets for our members who 

had participated in CSC’s STAR games. The tickets we purchased for the YOG Closing 

Ceremony were also in very high demand, and we needed to ballot out the tickets for 

distribution. We thank you for your strong support for this initiative. 

To better understand the level of satisfaction members have with CSC facilities and 

services, the Club conducted a survey in July 2010. We are pleased that CSC received 

positive ratings in all aspects that were surveyed. We will use these ratings as the baseline 

to benchmark members’ satisfaction in the years to come. We will work harder to up the 

level of services and facilities that we provide to our members. Details of the survey can 

be found in page 10. 

Many of you may have noticed that Samy’s Curry Restaurant 

is no longer operating at the Tessensohn Clubhouse. In its place, 

arcade gaming facilities will be provided. We will also add on a 

reading room with sofas, cable TV, along with newspaper and 

magazine racks to provide our members with a place for relaxation. 

In the same vein of improving our facilities for members’ 

comfort, members at Tessensohn Clubhouse will soon be 

able to enjoy the use of the newly renovated toilets beside 

Mr. Peter Ho 

the lift lobby in early September, whilst the toilets beside the 

staircase landings are being renovated. Adequate signage will 

be placed to guide members to these toilets. There is good 

news for ladies using the swimming pool changing room. Come 

mid-September 2010, the ladies changing room will be torn 

down for renovation and upgrading. Ladies can instead use 

the newly upgraded men’s changing room, while we request 

male members to use other toilets to change instead. We seek 

your understanding to bear with the temporary changing room 

arrangements for now.

welcome our new Club President, Mr. Peter Ong, who will replace Mr. Peter Ho as Head 

of Civil Service. We would like to thank Mr. Peter Ho for his invaluable support and 

guidance, and wish him all the best in his future endeavours.

CSC Clubhouses Revisited 

When was the last time you visited the Civil Service Club? Did you know that Civil Service has three 

Clubhouses located at different parts of the island? In this special revamped issue, we revisited the three 

clubhouses to give members and members-to-be an overview of what each Clubhouse has to offer! 

CHANGI Clubhouse

THIS iconic clubhouse recently celebrated its 20th anniversary on 9 June 10. Located 

on the fringe of the city centre, it is the preferred location for corporate meetings, 

events and activities. A major facelift is already underway to give Tessensohn a new 

breath of life, and is scheduled to be completed by March 2011. 

There are many things one can do when at Tessensohn Clubhouse. From sweating 

it out in sports like tennis and badminton, to indoor entertainment like karaoke 

and jackpot, there are many facilities available for members to use. One of them in 

particular is the Olympic-sized swimming pool, which is affectionately called the “Jewel 

of Tessensohn”, and is indeed one of the Clubhouse’s most prized facilities and one of 

the key attractions at Tessensohn. Our bowling centre, Planet Bowl, offers a cosy space 

of 20 lanes with Cosmic Bowling features where private events can have an option to 

play in neon lights, with glow in the dark balls and pins. 

For corporate functions, Tessensohn has the most variety of rooms of varied sizes for 

your meeting, training and workshop needs. The largest banquet hall can accommodate 

up to 50 tables. There is also an auditorium with superb AV and sound equipment!

As the Club undergoes a facelift, members can expect more at Tessensohn. Plans 

are in place to renovate the facilities in several phases. The swimming pool and its 

surroundings will be enhanced with floral and fauna, new furniture and an added Jacuzzi. 

By March 2011, members and their guests can expected a rejuvenated Clubhouse with 

new toilet facilities, a new lift at the annex, a new façade at the annex and possibly more 

varieties in tenants to add to the excitement at Tessensohn Clubhouse.

and bustle of city life. Members can enjoy the cool sea breeze and serene 

ambience that cannot be found elsewhere. 

The Changi Clubhouse is an assembly of heritage buildings that houses 

a modest setup of facilities. With a cosy sized pool, a gym and a reading 

room, it is the preferred place for one to rest and relax. Changi Clubhouse 

is also the home of the CSC’s Sports Interest Groups, where like-minded 

members come together to participate in their favorite activity on a regular 

basis. Currently, the Changi Runners and the Cycling Kakis can be seen 

frequently at this Clubhouse. 

For Thai food lovers, don’t miss Thai Pan, the restaurant that resides in the 

Changi Clubhouse.

CSC @ Changi’s upcoming plans are to rebuild the chalets into beachfront 

apartments for members’ use. The Changi Clubhouse will emphasise on its 

positioning as the Seaside Clubhouse, enhanced with good accommodation and 

a more developed Sports hub. These plans are estimated to take off in 2011.

THE Bukit Batok Clubhouse might be the new kid on the block, having only 

been open since 2007, but it is by no means the smallest. Situated in the 

heartlands, it aims to recreate a family themed resort atmosphere with its 

woody, lush landscapes and rustic tropical feel. 

The Club’s signature facility is its 2-tier swimming pool, equipped with an 

assortment of water fun features. On one tier, the wave pool generates wave 

after wave of fun and excitement for the family and children. On the higher tier, a 

cosy pool for anyone who wants a nice dip amongst the luscious greenery. 

Bowling is also a popular activity in Bukit Batok with it 24-lane bowling 

centre, which has been recently outfitted with new lockers. When you are

Satisfaction Survey 

INTRODUCTION 

The Club conducted a survey in June to understand the level of satisfaction members have with CSC’s facilities and 

services, as well as to garner constructive feedback to further improve members’ experience in the Club. 

METHODOLOGY 

The survey set out to achieve the following objectives: 

• Measure satisfaction level in terms of service, facilities and activities 

• Assess the awareness of the changes in the different clubhouses 

• Evaluate the effectiveness of present communication channels 

• Identify new needs and how these can be met 

The Club appointed interviewers from Research Plus, to conduct face-to-face interviews at CSC’s three clubhouses 

over several weekdays and weekends. In addition to the face-to-face interviews, telephone interviews were also 

conducted to reach the club’s inactive members, i.e. members who seldom use the club’s facilities and amenities. 

In the surveys, members rated their overall satisfaction with their CSC experience, as well as how the Club 

performed on the three specific aspects of Recreational Facilities, Service Standard of Staff and Social Activities.

MHA Sinks The Winning Shot 

IT was day of triumph 

for the Ministry 

of Home Affairs 

(MHA) in this year’s 

Public Service Pool 

Competition, held at 

Snooker Zone in Toa 

Payoh on Tuesday 

29 June 10. A total 

of 252 participants 

from 34 government agencies battled it out in the 

competition. Team convenor Mr Andy Tan said that it 

was “a particularly sweet victory, as last year was our 

first time taking part, and we only managed to make it 

to the quarter-finals.” The team all trained at the MHA 

Clubhouse individually as their working hours clashed, 

but nevertheless Mr Tan was quite pleased with the 

result, and credited the team for their determination.

MHA Come Up Tops in Squash 

FOR the eighth consecutive year, 

the Ministry of Home Affairs 

(MHA) were crowned champions 

in the Public Service Squash 

Tournament, held at Club HDB on 

Monday, 19 July 10. The event was 

attended by 93 participants from 

10 government agencies. This 

year it was a close fight with the 

Ministry of Education and Ministry Squash champion team from MHA 

of Defence in the semi-finals, but 

MHA fought hard and emerged as the winners. 

Team convenor Mr Chang Kam Hong said that he was “very 

proud of the team” and credited the hard work of all the players 

for their impressive victory. In addition to the intensive training 

they had as a team for a month before the competition, the MHA 

team also engaged two experienced squash coaches to beef up 

their players.

INTEREST GROUPS 

CSC Changi Runners 

The CSC Changi Runners organize regular runs on every 1 st and 3 rd Saturday mornings starting at 8am at the Club CSC @ Changi, 2 Netheravon 

Road (opposite Changi Village Hotel). CSC members and Public Officers are invited to join the interest club for the runs (5km or 10km) along the 

scenic Changi coastal roads. Light breakfast is provided after the runs. CSC members can also stay behind for more exercises in the renovated 

gym or use the swimming pool. Besides running, the group also organises talks and workshops to educate members on sports matters. 

We were pleased to receive a positive rating within the good range, with a 5.57 rating out of a 7-points scale for 

members’ overall satisfaction. In particular, Bukit Batok Clubhouse was rated marginally better than other clubhouses for 

most aspects except its Social Activities. 

Members felt that Tessensohn Clubhouse performed well in both their facilities and activities, while both Bukit 

Batok and Changi Clubhouse were rated well for their Swimming Pool. 

In terms of CSC Social Activities, a satisfaction rating of 5.44 was achieved, with activities related to 

Travel and Cookery receiving the highest levels of participation. 

Through the survey, we understand that members would like to see an upgrading of the swimming 

pool and an improvement in the cleanliness of the toilets in Tessensohn. Members also indicated their 

interest to have more gatherings, visits and trips organized by the Club in the near future. These 

are all areas that the Club is already looking into, as part of our efforts to enhance members’ overall 

experience at CSC. 

We would like to take this opportunity to thank all members who have participated in the survey for 

their valuable feedback and constructive comments. The results from the survey have been encouraging 

and will propel us to strive harder to improve our offerings from current standards. 

CSC Cycling Kakis 

Changi Village is popular amongst cyclists because of its rustic charm, wide selection of hawker delights and the scenic rides along Changi 

Coast Road, Pulau Ubin and the park connectors. The CSC Cycling Kakis come together regularly on the 2nd and 4th Saturdays of every 

month for cycling sessions. The group organises regular cycling outings on local roads as well as to neighboring countries. Be a part of this 

fast growing craze and join the CSC Cycling Kakis today!

MHA Outruns The Pack 

THE CSC Reservoir Run, held on Friday, 23 July 10, attracted a total 

of 549 runners from 23 government agencies. Starting at Temasek 

Polytechnic Stadium, the event was flagged off by Guest-of-Honour 

Mr James Kwek. Amidst the fine weather, the runners set off to run 

around the leafy perimeter of Bedok Reservoir, one round for the 

5.8km run and two rounds for the 10km event. 

In the end, the Ministry of Home Affairs came up overall 

champion yet again, and took the top place in three of the five 

categories. MHA team captain Mr Pratap Bahadur KC said “We feel 

proud of ourselves for holding on to the championship title. Each 

time we win, we feel even happier and elated.” He also credited the 

team’s self-discipline and hard work during their training. The team 

started training 3 weeks before the event on every alternate day. Mr 

Pratap added that the competition was well organised, and that his 

team were proud to represent MHA.

participate in this tournament. 

2. QUALIFYING 

2.1 The qualifying scores will be based on 4 games total with 

adjustment for handicap if applicable. 

2.2 When a tie is registered in the qualifying games, the difference 

between the high and low game in the 4 games series will be 

the tie breaker. The bowler with the lower high-low game 

difference will win the tie breaker. 

2.3 Qualifying Period :

3. HANDICAPS : Qualifying and Finals Event 

3.1 ALL Ladies : 15 pins handicap

4.1 The TOP 30 qualifying scorers inclusive of handicaps will

VERIFICATION OF SCORES 

It is the bowler’s responsibility to ensure that the correct score for 

each game bowled is recorded in the official score sheet. 

BOWLERS ATTIRE 

All bowlers are to be properly attired. Men must wear long pants 

or slack an T-shirts with or without collars. No sleeveless shirts, 

singlets or Bermudas are allowed. Ladies may wear skirts, pants 

and slacks or dress shorts. If bowlers do not comply, they will not 

be allowed to bowl and a blind score will be given. 

INTERRUPTED GAMES(S) 

In the event of equipment failure on the lanes, an interrupted 

game and series will played on another pair of assigned lanes. 

Such interrupted game and series must resume from the point of 

interruption. 

In the event of the score of any game is lost/erased and cannot 

be recalled and/or traced due to power or equipment failure, the 

bowler concerned will be required to re-bowl a new game when 

the power supply resumes or equipment is repaired. However, all 

scores of completed games that have been recorded in the official 

score sheet shall remain unchanged. 

INTERPRETATION CLAUSE 

Any matters arising that are not covered in these Rules and 

Regulations, will be decided upon by the Organising Committee.

Getting In Tune With The Erhu 

THE erhu is a Chinese string instrument with a uniquely evocative appeal. Deceptively simple with just 

two strings, it produces a remarkable range of notes. The erhu is one of the easiest Chinese instruments 

to learn — beginners will be able to play a simple tune within minutes — but it takes time to truly 

master. 

Anyone, regardless of age, with a passion for Chinese music is welcome. Instructor Pang Chin Soon 

has more than 20 years of experience playing the erhu. He has a diploma with distinction in playing the 

erhu, and was also the winner of the third prize in the National Chinese Music Competition in 1998.
