Risk to the <strong>Agency</strong>’s facilities from tornadoes or a hurricane is low compared to<br />

earthquakes and flood because any damage will be localized and not likely to be system<br />

wide. Therefore, it would be possible to respond in a timely manner to repair the damage<br />

with small downtime. The most vulnerable system components to tornados, hurricanes,<br />

high wind and lightning strike will be the power and SCADA systems. The <strong>Agency</strong> has the<br />

ability to operate its system from three locations that include the College Avenue facility,<br />

the <strong>Sonoma</strong> Valley <strong>County</strong> Sanitation District (SVCSD) reclamation plant and the Russian<br />

River <strong>County</strong> Sanitation District (RRCSD) treatment facility. In the event the College<br />

Avenue facility is nonfunctional, radio communications to the other two locations most<br />

likely cannot be maintained. The <strong>Agency</strong> is currently in the early planning stages of setting<br />

up a mobile command center for their SCADA system.<br />
