9. Regulation 18: Public procurement
Where an authority wishes to procure goods and services and assess the
performance of a relevant agreement it must have due regard to whether the
award criteria or conditions should include considerations relevant to its
performance of the general duty.
What we did…
The procurement process has developed. Prequalifying questionnaires require
suppliers to provide evidence of equality and diversity practice. The
requirements are proportional to the size of the contract. By widening access to
contracts such as advertising tenders through the Welsh Council for Voluntary
Action and Sell to Wales we are encouraging sustainable local communities
and organisations.
The specific public sector equality duties may only be enforced by the Equality
and Human Rights Commission.
The following section sets out how we will progress our equality and diversity
objectives.
