ACPO<br />

Association <strong>of</strong> Chief Police Officers (for England, Wales and Northern<br />

Ireland).<br />

Administrative Appeals Tribunal<br />

An Australian court which can authorise <strong>intercept</strong>ion for law enforcement<br />

purposes.<br />

Anti-terrorism, Crime and Security Act 2001<br />

Part 4 <strong>of</strong> this Act allows for the detention <strong>of</strong> foreign nationals suspected <strong>of</strong><br />

involvement in terrorism, on the b<strong>as</strong>is <strong>of</strong> closed <strong>evidence</strong>. These powers<br />

have been superseded by those for Control Orders (see below).<br />

Appeals Commission<br />

See Proscribed Organisations Appeal Commission and Special Immigration<br />

Appeals Commission below.<br />

CEA<br />

Canada Evidence Act 1985 - sections 37-38 provide for the protection <strong>of</strong><br />

sensitive material in court.<br />

‘Cherry Picking’<br />

Improper action by the State in selecting some <strong>of</strong> the potentially available<br />

material to use evidentially, so <strong>as</strong> to give itself an unjust advantage over the<br />

defendant.<br />

Common Law<br />

The common legal tradition which underlies the laws <strong>of</strong> the UK, the US and<br />

Commonwealth countries such <strong>as</strong> Australia and Canada.<br />

Control Order<br />

An order made under the Prevention <strong>of</strong> Terrorism Act 2005 which imposes<br />

restrictions on individuals suspected <strong>of</strong> involvement in terrorism.<br />

CIPA<br />

Cl<strong>as</strong>sified Information Procedures Act 1980 – a US Act which provides for the<br />

management <strong>of</strong> sensitive material in court.<br />

CPIA<br />

Criminal Procedure and Investigations Act 1996, which regulates the retention<br />

and disclosure <strong>of</strong> potentially evidential material.<br />
