Without Borders,” and helping victims of natural disasters such as a<br />

Any of the listed relationships can be full, half, adopted, or common-law (at least<br />

two years living in these family relationships).<br />

When considering whether step-relations are related or not for this item, consider<br />

the nature and the length of the pre-existing relationship between the offender<br />

and the victim before the offending started. Step-relationships lasting less than<br />

two years when the offending began are considered unrelated.<br />

People who are seen as unrelated for the purposes of scoring <strong>Static</strong>-<strong>2002</strong> (these<br />
