SURFACE TRANSPORTATION BOARD Washington, DC 20423 Section of Environmental Analysis August 5, 2008 Letter of Invitation to Illinois Natural Resources and Water Resources Stakeholders Re: Notice of Agency Stakeholder Meetings for the Proposed Canadian National Railway Company Acquisition of the Elgin, Joliet and Eastern Railway Company, STB Finance Docket No. 35087 Dear ----- I am writing to you regarding the development of the Surface Transportation Board's (Board) environmental review process for the Canadian National Railway Company's (CN) proposed acquisition of the Elgin, Joliet and Eastern Railway Company (EJ&E). You are invited to the next Illinois Natural Resources/Water Resources Agencies Stakeholders' meeting on: Tuesday, September 2, 2008 9 a.m. -12 p.m. HDR, Suite 900 8550 W. Bryn Mawr Avenue Chicago, IL, 60631 (773) 380-7900 The initial meeting of the Illinois Natural Resources/Water Resources Stakeholder group was held on April 29 at HDR’s office on W. Bryn Mawr Ave. We received valuable information about your issues of concern. These issues were all considered for analysis in the Draft EIS which is currently available for public review. The Board is now ready to hold the second of these meetings to answer any questions you may have about information in the Draft EIS or information not included in the Draft EIS. The intent of these meetings is to develop a greater understanding about your views on the Draft EIS for use in the Board’s decision making. Other stakeholder meetings that will be held this same week include: • Illinois Transportation/Safety Agencies on Tuesday from 1:00 p.m.– 3:00 p.m.at HDR’s Bryn Mawr office • Illinois Local Governments on Wednesday from 9:00 am to 12:00 p.m. at HDR’s Bryn Mawr office • Northern Indiana Agencies/Governments on Wednesday from 2:00 p.m. to 4:00 p.m. at Purdue University Calumet, The Calumet Conference Center, 2300 173 rd Street in Hammond, IN • Indiana State Agencies on Thursday from 10:00 a.m. until noon at Courtyard by Marriott Capitol at 320 N. Senate Avenue in Indianapolis, IN We encourage your participation in, and support of the stakeholder meetings. Please contact Rich Christopher of HDR at (773) 867-7238 to provide the name of the participant from your agency if your organization or agency plans to attend the Illinois Natural Resources/Water Resources Stakeholder
meeting on September 2. Enclosed is the meeting agenda. We have also attached a chronology for the project as background information for the meeting.
