Acknowledgments This volume would not have been possible without the generous contribution of time, energy, and intellectual analysis of numerous experts abroad and in the United States. In addition, many people worked tirelessly behind the scenes to shepherd it through all stages of publication. Our partner, the Institute of Policy Studies (IPS) in Islamabad, Pakistan, deserves a special thanks for helping us design the initial concept and for carrying out a workshop of international experts in Islamabad in July 2008.
