Hungary<br />

Energy policy<br />

The Hungarian government is committed in its<br />

2006-2010 national plan to renew Hungary’s energy<br />

policy while paying attention to “the safety of<br />

supply, competitiveness and the requirement of<br />

sustainability. The continuity of energy supply will<br />

be secured, the quality of supply improved and<br />

energy efficiency promoted”.<br />

The government recognises that in order to reduce<br />

the relative energy consumption rates that are<br />

higher in Hungary than in the international arena,<br />

it will have to lay more emphasis on supporting<br />

projects targeting energy efficiency and the use of<br />

renewable energy sources.<br />

Ireland<br />

Energy performance certificates are required on<br />

new dwellings from 1 January 2007 and all other<br />

buildings from 1 January 2008. They will be required<br />

on existing buildings from 1 January 2009 and will<br />

be issued by trained and certified consultants. The<br />

CEN compliance procedure will be developed under<br />

developments of EN 832 and PRENISO 13790. It<br />

is estimated that 150,000 houses will be registered<br />

and the Building Control (Amendment) Bill 2005<br />

requires mandatory certifications.<br />

The Irish government identifies the following<br />

sustainability challenges:<br />

• to progress modern waste infrastructure,<br />

• to ensure that regional objectives are advanced<br />

through relevant national and sectoral plans and<br />

programmes<br />

• to increase and diversify the provision of social<br />

and affordable housing, and<br />

• to enable local authorities to enforce planning<br />

and environmental law better.<br />

Latvia<br />

The objectives of the sustainable development of<br />

Latvia include those to:<br />

• Build up a stable economy capable of safeguarding<br />

social needs while ensuring economic growth<br />

does not exacerbate the rate of the environmental<br />

pollution and consumption of resources.<br />

• Ensure a safe and healthy environment for both<br />

the present and next generations.<br />

• Take adequate measures aimed at preserving<br />

biodiversity and protection of ecosystems.<br />

• Develop a responsible attitude in society towards<br />

natural resources and constantly increase the<br />

efficiency of the utilisation of resources.<br />

• Ensure the integration of environmental matters<br />

and develop a wide use of environmental policy<br />

in all sectors.<br />

• Ensure market economy mechanisms serve<br />

sustainable development.<br />

• Constantly assess progress in the achievement<br />

of defined sustainable development objectives.<br />

Lithuania<br />

Lithuania’s sustainable development priorities are<br />

to pursue:<br />

• Moderate economic growth balanced between<br />

economic branches and regions;<br />

• Minimisation of the impact from the main sectors<br />

(transport, industry, energy, agriculture, housing,<br />

tourism) on the environment;<br />

• More efficient use of natural resources and waste<br />

management;<br />

• Mitigation of global climate change and its<br />

consequences;<br />

• More effective protection of biodiversity; and<br />

• More effective protection of the landscape.<br />
