The Town wishes to proceed with plant pilot testing, disposal well construction and testing and preliminary design beginning in FY 2014. Describe your organizations efforts in developing, implementing and enforcing water conservation and flood protection ordinances. The Town of Belleair has been progressive in the area of water conservation within its boundaries. The Town does not provide wastewater treatment, but instead contracts with Pinellas county for those services. Not having its own wastewater system limits options for reuse. However, two major golf courses within the Town limits are provided reuse from Pinellas County thereby reducing demands on the Towns system and elimination of on-site wells that would compete with the Town's wells. The ability to expand reuse within the Town is economically prohibitive as the beyond the golf courses, the Town has few large water uses leaving residential irrigation as the only option. The cost of transmission and distribution to serve residential areas is not cost effective. The Town has adopted water conservation rate structures, promotes water conservation through education, and has adopted the District's Water Shortage language. The City has specific ordinances in place to address encroachments within the floodway and maintains eligibility within the NFIP program. The City also has an active water conservation program with dedicate staff supporting regulations.
