These areas are within the City’s sewer service area boundaries and were identified for expansion of municipal sewer service to eliminate possible groundwater contamination and improve estuary conditions in the Alligator Creek watershed where run-off from septic systems failing in these areas would contribute flows. This would result in net benefits to the TMDL and NNC limits that are existing or proposed to improve water quality in the receiving waters of Tampa Bay. The City of Clearwater is requesting funding for a project with an estimated cost of $1,850,000. For FY2014, the total budget is for $1,850,000 with the District assuming 50% ($925,000) and will cover costs associated with Design, Construction and Engineering Services and Inspection during Construction. Describe your organizations efforts in developing, implementing and enforcing water conservation and flood protection ordinances. The City of Clearwater has an impressive track record of developing, implementing and enforcing water conservation measures. The City has met the requirements of the Northern Tampa bay Water Use Caution Area stipulations included in its Water Use Permit. The 2011 Water Year compliance per capita water consumption for the City of Clearwater was 76 gpcd. This is well below the required 130 gpcd for Year 2001 required in the Water Use Caution Area regulations. The City has also implemented a consumptive use rate structure in October 2006 to ensure efficient use of reclaimed water which reduces the use of potable water for irrigation needs.
