these village meetings are self organised<br />

<strong>and</strong> facilitated to address local issues for<br />

which agendas are set up by the forest users<br />

themselves. However, the consultation<br />

meetings which are organised by the<br />

ministries <strong>and</strong> departments are quite formal,<br />

rituals <strong>and</strong> non participatory, where the<br />

agendas are set without consulting<br />

participants particularly representatives of<br />

local communities…”<br />

2.3. Enhancement of carbon in<br />

existing (degraded) forests<br />

To the extent that some carbon sequestration<br />

activities are also included under the REDD<br />

scheme, as part of “REDD+” proposals (such as<br />

enhancing existing degraded forests), then the<br />

barriers <strong>and</strong> opportunities are as indicated above<br />

for REDD. REDD+ would clearly be much more<br />

in the interest of existing community forest users<br />

in Nepal, as it would include them in the REDD<br />

regime <strong>and</strong> would cover a wider range of the<br />

ecosystem services they provide.<br />

These criteria <strong>and</strong> their consequences for REDD activities are currently under discussion. At<br />

this point, it is not clear if <strong>and</strong> under what conditions these criteria would be included in a<br />

future REDD-regime. We include them here as potential institutional constraints<br />

– in the sense of constraints due to the “rules of the game”<br />

– as they are important aspects to consider in the design of the future REDD-regime.<br />
