For REDD, the Foreign Aid Co-ordination<br />
Division acts as a focal point within the<br />
MoFSC. The MoFSC has also recently<br />
established a “REDD Cell”. The main function<br />
of this Cell is to bring all stakeholders together<br />
to prepare a readiness plan <strong>and</strong> to go further<br />
not only limited to REDD but also wider<br />
climate change <strong>and</strong> ecosystems services<br />
issues. The Cell, under the leadership of the<br />
Secretary of the Ministry of Forests, has a 9<br />
member Working Group where the<br />
representatives from the Ministry, Department<br />
of Forests, Department of Forest Research,<br />
Federation of Community Forestry Users,<br />
Forest Action (an NGO devoted to policy<br />
advocacy <strong>and</strong> action research), National<br />
Federation of Indigenous Communities <strong>and</strong><br />
up to 2 representatives from donors, INGOs<br />
<strong>and</strong> donor funded projects <strong>and</strong> programmes.<br />
The Cell organises Working Group meetings<br />
frequently (at least fortnightly) for developing<br />
strategies for writing R-PLAN <strong>and</strong> its<br />
implementation. There remains some<br />
question of which institution should be the<br />
lead agency coordinating Nepal’s REDD<br />
readiness: the Cell located at the MoFSC,<br />
which has led REDD initiatives up to now <strong>and</strong><br />
increasingly also discussing on the PES<br />
agenda, the MoEST in its capacity as<br />
UNFCCC focal point, or some other<br />
institution.<br />
