5.1.3. The effect of anti-tamper<strong>in</strong>g measures (<strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s)<br />

Assumption for <strong>the</strong> calculation<br />

For <strong>the</strong> time be<strong>in</strong>g it is assumed that a quarter of <strong>the</strong> present number of<br />

<strong>moped</strong>s is tuned up; this assumption is based on police controls.<br />

Extent of casualties for <strong>the</strong> calculation of <strong>the</strong> effect of measures<br />

The number of casualties related to a certa<strong>in</strong> measure (<strong>the</strong> target group)<br />

differs for <strong>the</strong> different measures. For <strong>the</strong> anti-tamper<strong>in</strong>g measures <strong>the</strong><br />

number of casualties are not only <strong>the</strong> <strong>moped</strong> casualties, but also <strong>the</strong><br />

casualties amongst <strong>the</strong>ir crash opponents.<br />

In Table 5.2 <strong>the</strong> total number of casualties <strong>in</strong> one year <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s is<br />

given. It concerns <strong>the</strong> annual average dur<strong>in</strong>g 2000 <strong>and</strong> 2001. Two years are<br />

taken because of <strong>the</strong> large fluctuations <strong>in</strong> <strong>the</strong> annual numbers. The number<br />

of <strong>in</strong>-patients refers to <strong>the</strong> grossed-up (real) numbers because of <strong>the</strong> underregistration.<br />

Annually <strong>the</strong>re are 93 deaths <strong>and</strong> 2691 <strong>in</strong>-patients (hospital<br />

casualties) among <strong>moped</strong>ists <strong>and</strong> 18 deaths <strong>and</strong> 602 <strong>in</strong>-patients among <strong>the</strong>ir<br />

crash opponents (see Table 5.2).<br />
