Effectiveness of <strong>the</strong> measure<br />

The different modes of transport have different rates. For <strong>the</strong> values is<br />

referred to <strong>the</strong> Appendix 2.<br />

− All 16-17 year old (light-)<strong>moped</strong>ists change over to <strong>the</strong> bicycle <strong>and</strong> public<br />

transport. Their rate is lowered by a factor 15. The effectiveness for this<br />

group is 90%.<br />

− For 50% of <strong>the</strong> 18-24 year old (light-)<strong>moped</strong>ists noth<strong>in</strong>g changes. Of <strong>the</strong><br />

o<strong>the</strong>r 50%: 20% choose <strong>the</strong> bicycle <strong>and</strong> public transport (rate lowered by<br />

a factor 13), 20% choose <strong>the</strong> car (rate lowered by a factor 23), <strong>and</strong> 10%<br />

choose <strong>the</strong> motorcycle (rate lowered by a factor 2). The weighted<br />

effectiveness for <strong>the</strong> 18-24 year old (light-)<strong>moped</strong>ists is, <strong>the</strong>refore, 42%.<br />

− 10% of <strong>the</strong> 25-64 year old (light-)<strong>moped</strong>ists choose <strong>the</strong> bicycle or public<br />

transport (rate lowered by a factor 10). The effectiveness for this group is<br />

9%.<br />

Reduction of <strong>the</strong> number of casualties among <strong>moped</strong>ists<br />

The number of casualties that can be saved is 44 deaths <strong>and</strong> 1668 <strong>in</strong>patients.<br />

This reduction is divided as follows:<br />

− 16-17 years old: 32 deaths <strong>and</strong> 1261 <strong>in</strong>-patients;<br />

− 18-24 years old: 10 deaths <strong>and</strong> 324 <strong>in</strong>-patients;<br />

− 25-64 years old: 2 deaths <strong>and</strong> 83 <strong>in</strong>-patients.<br />

5.6.2. The effect of rais<strong>in</strong>g <strong>the</strong> age from 16 to 17 (<strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s)<br />

Rais<strong>in</strong>g <strong>the</strong> m<strong>in</strong>imum age for rid<strong>in</strong>g <strong>moped</strong> to 18 year (see previous section)<br />

was considered too high by <strong>the</strong> Dutch M<strong>in</strong>istry of Transport. In <strong>the</strong>ir op<strong>in</strong>ion it<br />

is better to raise <strong>the</strong> age to 17 years. This measure is a part of <strong>the</strong> plans of<br />

<strong>the</strong> M<strong>in</strong>istry of Transport for novice drivers (cars <strong>and</strong> <strong>moped</strong>s), <strong>and</strong> was<br />

launched at <strong>the</strong> end of 2002.<br />

The motivation for <strong>the</strong>se plans lies <strong>in</strong> <strong>the</strong> fact that <strong>the</strong> crash rate of novice<br />

drivers <strong>and</strong> riders is disproportionately high. This rate for drivers between 18<br />

<strong>and</strong> 25 years <strong>and</strong> young <strong>moped</strong>ists has rema<strong>in</strong>ed stable <strong>in</strong> <strong>the</strong> last 15 years,<br />

whereas <strong>the</strong> rates of o<strong>the</strong>r groups show a decl<strong>in</strong>e.<br />

The plan of <strong>the</strong> M<strong>in</strong>istry of Transport, called "Plan 17", comprises <strong>the</strong><br />

follow<strong>in</strong>g measures:<br />

− novice car drivers: extensive <strong>in</strong>struction <strong>and</strong> a graduated licens<strong>in</strong>g;<br />

− <strong>moped</strong>s <strong>and</strong> light-<strong>moped</strong>s: <strong>in</strong>crease of <strong>the</strong> m<strong>in</strong>imum age from 16 to 17<br />

years, addition of a danger recognition test to <strong>the</strong> <strong>the</strong>ory exam<strong>in</strong>ation, <strong>the</strong><br />

<strong>in</strong>troduction of registration plates, <strong>and</strong> <strong>the</strong> <strong>in</strong>crease of <strong>the</strong> speed limit for<br />

<strong>moped</strong>s from 30 km/h to 50 km/h with <strong>the</strong> exception of <strong>the</strong> 30 km/h<br />

zones.<br />

This plan has been evaluated by <strong>the</strong> Transport Research Centre (AVV) <strong>and</strong><br />

it has been estimated (Vlakveld, 2002) that:<br />

− with <strong>the</strong> car measures, 13 fatal car crashes <strong>and</strong> more than 300 casualties<br />

with hospital treatment could be avoided;<br />

− <strong>the</strong> measures for <strong>moped</strong> <strong>and</strong> light-<strong>moped</strong>s resulted <strong>in</strong> a sav<strong>in</strong>g of 23 fatal<br />

crashes en 1000 <strong>in</strong>-patient casualties;<br />

− toge<strong>the</strong>r with <strong>the</strong>se measures it is necessary to have effective<br />

enforcement, <strong>in</strong>formation, <strong>and</strong> good <strong>and</strong> cheap public transport for <strong>the</strong><br />

youth <strong>in</strong> order to make "Plan 17" successful.<br />
