problems with tampered <strong>moped</strong>s. Most of <strong>the</strong> countries take police action<br />
aga<strong>in</strong>st <strong>the</strong>se offences. O<strong>the</strong>r measures are: better <strong>Europe</strong>an antitamper<strong>in</strong>g<br />
regulation; sales prohibition of tun<strong>in</strong>g-components; punish<strong>in</strong>g<br />
dealers who are guilty of tun<strong>in</strong>g up.<br />
− Separation of <strong>moped</strong>s from o<strong>the</strong>r traffic.<br />
Six of <strong>the</strong> eleven countries from which questionnaires were received,<br />
have taken measures to separate <strong>moped</strong>s from o<strong>the</strong>r traffic. In Belgium<br />
<strong>and</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s <strong>moped</strong>s must use <strong>the</strong> cycle track if present outside<br />
<strong>the</strong> built-up area. Separation of <strong>moped</strong>s from o<strong>the</strong>r traffic <strong>in</strong>side <strong>the</strong> builtup<br />
area is effective: <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s an effect is found of approximately<br />
10 - 25%.<br />
− Registration plates <strong>and</strong> documents.<br />
In 6 of <strong>the</strong> 15 <strong>in</strong>vestigated countries <strong>moped</strong>s must be provided with<br />
formal registration plates <strong>and</strong> documents. In France <strong>the</strong> year of<br />
implementation is 2004 <strong>and</strong> <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s it will be 2005.<br />
− Practical test for <strong>moped</strong>ists.<br />
Ten of <strong>the</strong> 15 countries have a practical test for <strong>moped</strong>s; most of <strong>the</strong><br />
countries have no practical test for <strong>the</strong> light-<strong>moped</strong>. In a Dutch calculation<br />
a casualty reduction of 10% is used for <strong>the</strong> effect of a practical test. The<br />
assumption is that <strong>the</strong> barriers for potential <strong>moped</strong>ists buy<strong>in</strong>g a <strong>moped</strong>,<br />
for an important part contribute to this effect.<br />
− Obligatory helmet use.<br />
Only <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s <strong>the</strong>re is no compulsory helmet use for <strong>the</strong> light<strong>moped</strong><br />
(25 km/h-<strong>moped</strong>).<br />
− Rais<strong>in</strong>g <strong>the</strong> m<strong>in</strong>imum age for rid<strong>in</strong>g a <strong>moped</strong>.<br />
This is a very effective measure. In <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s, plans for rais<strong>in</strong>g <strong>the</strong><br />
age from 16 to 17are discussed. This plan of <strong>the</strong> M<strong>in</strong>istry of Transport,<br />
called "Plan 17", for example also comprises <strong>the</strong> addition of a danger<br />
recognition test to <strong>the</strong> <strong>the</strong>ory exam<strong>in</strong>ation. In case of <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s it is<br />
assessed that this plan will reduce <strong>the</strong> number of <strong>moped</strong> casualties <strong>and</strong><br />
casualties among <strong>the</strong>ir crash opponents by about 20%.<br />
When Austria, <strong>in</strong> 1997, lowered <strong>the</strong> m<strong>in</strong>imum age for rid<strong>in</strong>g a <strong>moped</strong> from<br />
16 to 15 years old, <strong>the</strong> number of those <strong>in</strong>jured doubled. In Austria <strong>the</strong>re<br />
is a discussion go<strong>in</strong>g on about rais<strong>in</strong>g <strong>the</strong> m<strong>in</strong>imum age aga<strong>in</strong> from 15 to<br />
<strong>the</strong> orig<strong>in</strong>al 16 years.<br />
In France, rais<strong>in</strong>g <strong>the</strong> age from 14 to 16 years is be<strong>in</strong>g discussion by<br />
researchers. In a calculation of SWOV, <strong>the</strong> effect of <strong>the</strong> rais<strong>in</strong>g <strong>the</strong> age<br />
from 16 to 18 would result <strong>in</strong> a sav<strong>in</strong>g of about 40% of casualties.<br />
Rais<strong>in</strong>g of <strong>the</strong> m<strong>in</strong>imum age for (light-)<strong>moped</strong>ists is always controversial.<br />
On <strong>the</strong> one h<strong>and</strong>, <strong>the</strong> supporters of this measure look at <strong>the</strong> road <strong>safety</strong><br />
aspects <strong>and</strong>, on <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>, <strong>the</strong> opponents (i.e. <strong>the</strong> trade <strong>and</strong> <strong>the</strong><br />
tourist organizations) view <strong>the</strong> loss of <strong>the</strong> (potential) number of<br />
(light-)<strong>moped</strong>ists <strong>and</strong> <strong>the</strong> reduction <strong>in</strong> mobility for young <strong>moped</strong>ists.<br />
A survey carried out <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rl<strong>and</strong>s confirmed that it is a sensitive<br />
subject. However, <strong>the</strong> teenagers (<strong>and</strong> <strong>the</strong>ir parents) are prepared to<br />
weigh <strong>the</strong> <strong>safety</strong> aspect heavily <strong>and</strong>, because of this, are less fiercely<br />
opposed to rais<strong>in</strong>g <strong>the</strong> age. It was to be expected that boys have a<br />
stronger <strong>moped</strong> yearn than girls, <strong>and</strong> that <strong>the</strong>y were more opposed to<br />
rais<strong>in</strong>g <strong>the</strong> age.<br />
− Poor conspicuity of <strong>moped</strong>s.<br />
− French researchers are mak<strong>in</strong>g a po<strong>in</strong>t of <strong>the</strong> poor conspicuity of<br />
<strong>moped</strong>s. This is an aspect that also applies to motorcycles.<br />
