PURPOSE:<br />

The Professional Liaison Committee<br />

was formulated as the result of a<br />

suggestion from a group of concerned<br />

individuals and businessmen in<br />

the civil engineering and land<br />

surveying professions as members<br />

of two Orange County professional<br />

associations, the CCCELS and the<br />

<strong>CLSA</strong>.<br />

The overall objective was stated<br />

as, ' 'an interest in obtaining a<br />

meeting of the minds between<br />

private practice and pubUc agency<br />

on improving the development process<br />

in Orange County."<br />

PROGRESS:<br />

With the cooperation of Carl<br />

Nelson, Director of PubUc Works,<br />

the concept was established and the<br />

first meeting was held on August<br />

20, 1981, where Bob Bein was appointed<br />

Chairman, a statement of<br />

objectives and procedures was<br />

developed, and the nature of items<br />

in the development process requiring<br />

conunittee consideration was<br />

established. It was determined that<br />

the Committee was not estabUshed<br />

as a "griping session" for private<br />

practice, but rather an opportunity<br />

for both private practice and<br />

governmental agencies to review<br />

the development process and concentrate<br />

on methods to streamline<br />

and improve the procedures of the<br />

system.<br />

An energetic proposal of agenda<br />

items was slated for initial discussion,<br />

as follows:<br />

1. Current items being considered<br />

by Standard Plans Committee, Jim<br />

Williams, Orange County.<br />

2. Status of Subdivision Manual<br />

-Floyd McLellan, Orange County.<br />

3. County Pohcy on Monumentation-Gary<br />

Shelton, Orange County.<br />

4. A/E Contracts - Anti-recruitment<br />

policy.<br />

5. GSA Proposal - Profession<br />

m<br />

liabiUty insurance.<br />

6. Status of development processing<br />

center ("one-stop-shop").<br />

7. Processing items, work<br />

slowdown, map check fees, amount<br />

of map checking required.<br />

8. Processing landscape plans.<br />

9. Grading certification - 3 man<br />

survey crew; post occupancy problems,<br />

relationship between<br />

geologist and landscape architect.<br />

From August 1981 to October<br />

1984, the above-mentioned items,<br />

and many others, were brought to<br />

the PLC, and sub-committees composed<br />

of both private practice and<br />

governmental agency personnel,<br />

were appointed to review the details<br />

of the matter and report back to the<br />

Committee with recommendations<br />

for procedures and/or poUcies. Both<br />

private practice and goverrunental<br />

agency committees brought their<br />

arguments to the Committee and<br />

cooperated fully with each other in<br />
