units are affordable <strong>to</strong> households earning no more than 50% <strong>of</strong> AMI. These restrictions<br />
must apply for at least 30 years for new construction.<br />
2. The developments must be built or operated by a public agency, non-pr<strong>of</strong>it or limited<br />
dividend organization.<br />
3. There must be a long-term use restriction <strong>to</strong> ensure occupation <strong>of</strong> <strong>the</strong> affordable units by<br />
income eligible households. This restriction must be moni<strong>to</strong>red by a public agency or nonpr<strong>of</strong>it<br />
organization.<br />
4. Developers must meet affirmative marketing requirements.<br />
<strong>Housing</strong> in <strong>North</strong> <strong>Andover</strong> included in <strong>the</strong> SHI can be categorized in<strong>to</strong> three groups: housing<br />
moni<strong>to</strong>red by <strong>the</strong> <strong>North</strong> <strong>Andover</strong> <strong>Housing</strong> Authority; housing developed under Chapter 40B; and<br />
o<strong>the</strong>r.<br />
<strong>North</strong> <strong>Andover</strong> <strong>Housing</strong> Authority<br />
Established in 1948, <strong>the</strong> <strong>North</strong> <strong>Andover</strong> <strong>Housing</strong> Authority is dedicated <strong>to</strong> serving <strong>the</strong> housing<br />
needs <strong>of</strong> <strong>the</strong> community. The mission <strong>of</strong> <strong>the</strong> <strong>North</strong> <strong>Andover</strong> <strong>Housing</strong> Authority is <strong>to</strong> promote<br />
adequate and affordable housing, economic opportunity, and a suitable living environment free from<br />
discrimination. Working <strong>to</strong>ge<strong>the</strong>r with <strong>the</strong> staff, board <strong>of</strong> commissioners, residents, and community<br />
members, <strong>the</strong> <strong>North</strong> <strong>Andover</strong> <strong>Housing</strong> Authority strives <strong>to</strong> create neighborhoods where residents<br />
continue <strong>to</strong> be a valuable part <strong>of</strong> <strong>the</strong> community.<br />
The <strong>Housing</strong> Authority owns and manages 295 income based rental units <strong>of</strong> Public <strong>Housing</strong> in<br />
<strong>North</strong> <strong>Andover</strong>. All 295 units are in <strong>the</strong> SHI. A veteran’s preference is <strong>of</strong>fered <strong>to</strong> applicants on <strong>the</strong><br />
state elderly and family waiting lists. The state age limit for elderly/disabled housing is 60 or<br />
disabled; <strong>the</strong> federal age limit for elderly/disabled housing is 62 or disabled. These units include:<br />
• 105 elderly/disabled federal units, overseen by <strong>the</strong> U.S. Department <strong>of</strong> <strong>Housing</strong> and Urban<br />
Development (HUD),<br />
• 164 elderly/disabled state units, including 10 congregate units, overseen by <strong>the</strong><br />
Massachusetts Department <strong>of</strong> <strong>Housing</strong> and Community Development (DHCD).<br />
• 26 state family units, also overseen by DHCD<br />
Due <strong>to</strong> low turnover among residents, <strong>the</strong> state family units have a wait time that could exceed three<br />
years for <strong>North</strong> <strong>Andover</strong> residents and over ten years for non-residents.<br />
In addition, <strong>the</strong> <strong>North</strong> <strong>Andover</strong> <strong>Housing</strong> Authority also administers four income based Mass Rental<br />
Vouchers and 133 HUD Section 8 <strong>Housing</strong> Choice Vouchers. The Section 8 <strong>Housing</strong> Choice<br />
Voucher Program provides income based rental subsidies for <strong>the</strong> elderly/disabled, families, and<br />
single individuals. A residency preference is <strong>of</strong>fered <strong>to</strong> applicants who live/work in <strong>North</strong> <strong>Andover</strong>.<br />
Section 8 vouchers are difficult <strong>to</strong> obtain and in some cases, <strong>the</strong> wait for a voucher can exceed three<br />
years.<br />
The <strong>North</strong> <strong>Andover</strong> <strong>Housing</strong> Authority <strong>of</strong>fers <strong>the</strong> Family Self-Sufficiency Program (FSS) <strong>to</strong> those<br />
individuals participating in <strong>the</strong> Section 8 <strong>Housing</strong> Choice Voucher Program. FSS is a HUD funded<br />
social service program designed <strong>to</strong> promote employment and increase assets for low-income families<br />
receiving Section 8 rental subsidies. During a five-year period, participants work individually with a<br />
<strong>North</strong> <strong>Andover</strong> <strong>Affordable</strong> <strong>Housing</strong> <strong>Plan</strong><br />
