VII E - SPECIFIC SITES FOR HOUSING DEVELOPMENT IDENTIFIED BY THE<br />

TOWN<br />

Several sites have been identified by <strong>North</strong> <strong>Andover</strong> <strong>to</strong>wn <strong>of</strong>ficials or participants at <strong>the</strong> public<br />

forum as potential places <strong>to</strong> consider for housing. These sites may present some interesting<br />

opportunities, but a more detailed real estate market evaluation and engineering site assessment will<br />

be necessary <strong>to</strong> better ascertain actual development and market potential. Additionally, <strong>the</strong><br />

underlying zoning should be examined <strong>to</strong> determine what can be built or whe<strong>the</strong>r zoning<br />

amendments might be contemplated. Zoning was addressed in more detail above.<br />

Bradstreet School at 70 Main Street<br />

This is currently a vacant school sitting on a 50,166 square foot site in <strong>the</strong> down<strong>to</strong>wn area <strong>of</strong> <strong>North</strong><br />

<strong>Andover</strong>. Given its location near goods and services, <strong>Town</strong> Hall, and <strong>the</strong> senior center, <strong>the</strong> site<br />

seems ideally situated for senior citizen housing. This plan identifies <strong>the</strong> need for such housing, and<br />

such a project would not significantly exacerbate any infrastructure issues.<br />

The Greenery at 75 Park Street<br />

This was a privately owned and operated nursing home located on 2.547 acres adjacent <strong>to</strong> <strong>the</strong><br />

current site for <strong>the</strong> police station. Since it is still in private hands, <strong>the</strong> <strong>Town</strong> needs <strong>to</strong> look for<br />

opportunities <strong>to</strong> work with <strong>the</strong> property owner <strong>to</strong> redevelop <strong>the</strong> site. If <strong>the</strong> property owner is<br />

unwilling or unable <strong>to</strong> redevelop <strong>the</strong> site, <strong>the</strong> <strong>Town</strong> should attempt <strong>to</strong> seek potential developers that<br />

may have <strong>the</strong> resources <strong>to</strong> do so. To that end, zoning incentives could be contemplated <strong>to</strong><br />

encourage such redevelopment. Since <strong>the</strong> site is adjacent <strong>to</strong> <strong>the</strong> police station, if <strong>the</strong> <strong>Town</strong> decides<br />

<strong>to</strong> move <strong>the</strong> station, <strong>the</strong>re may be additional land <strong>to</strong> develop, which may be more attractive <strong>to</strong><br />

potential developers.<br />

Lucent at 1600 Osgood Street<br />

Originally owned by Western Electric, <strong>the</strong> Lucent Technologies Merrimack Valley Works plant at<br />

1600 Osgood Street is an extensive compound located in <strong>North</strong> <strong>Andover</strong>’s nor<strong>the</strong>rnmost industrial<br />

area since <strong>the</strong> mid-1950s. The site consists <strong>of</strong> 169 acres, including 40 acres on <strong>the</strong> south side that<br />

have never been developed. In addition <strong>to</strong> nearly 2 million square feet <strong>of</strong> manufacturing, <strong>of</strong>fice and<br />

warehouse space in 30 permanent and temporary buildings, <strong>the</strong> property includes 40 acres <strong>of</strong><br />

roadways and parking, 6,000 parking spaces and four little league ball fields. The centerpiece <strong>of</strong> <strong>the</strong><br />

site is its 1.5 million square foot manufacturing facility. Western Electric built <strong>the</strong> <strong>North</strong> <strong>Andover</strong><br />

plant between 1954-1956. 16 Currently, <strong>the</strong> property is mostly vacant, although some new tenants are<br />

moving in<strong>to</strong> <strong>the</strong> development, including <strong>North</strong> <strong>Andover</strong>’s Division <strong>of</strong> Community Development.<br />

This site, currently being considered by <strong>the</strong> <strong>to</strong>wn for a large mixed-use project, is located next <strong>to</strong> a<br />

MBTA commuter rail line. The proposed mix may include <strong>of</strong>fice, small- and medium-scale retail,<br />

residential and recreational uses. A number <strong>of</strong> public meetings and hearings have already been held.<br />

The owner has been consulting with <strong>the</strong> <strong>Town</strong> on <strong>the</strong> proposed development, including<br />

consideration <strong>of</strong> a Smart Growth Zoning Overlay District pursuant <strong>to</strong> M.G.L. c. 40R.<br />
