legal. If <strong>the</strong> rural character and housing diversity <strong>of</strong> <strong>North</strong> <strong>Andover</strong> is <strong>to</strong> be preserved, new-home<br />

development has <strong>to</strong> be managed in such a way that <strong>the</strong>se features are retained.<br />

The Master <strong>Plan</strong> recommendation that prepared <strong>the</strong> way for <strong>the</strong> <strong>Affordable</strong> <strong>Housing</strong> and <strong>Plan</strong>ned<br />

Production <strong>Plan</strong> stated:<br />

“<strong>North</strong> <strong>Andover</strong> will implement a comprehensive housing plan that provides<br />

for housing s<strong>to</strong>ck diversity and affordable housing development. The <strong>Town</strong> will<br />

begin by completing an affordable housing study <strong>to</strong> identify and quantify <strong>the</strong><br />

community’s existing and estimated housing needs and <strong>to</strong> locate a range <strong>of</strong><br />

appropriate locations for affordable housing development.”<br />

This plan fulfills <strong>the</strong> recommendation, adopts <strong>the</strong> premise underlying <strong>the</strong> Master <strong>Plan</strong>, and accepts<br />

<strong>the</strong> advice about managing residential development.<br />

Executive Order 418 Community Development <strong>Plan</strong><br />

In June 2004, <strong>the</strong> EO 418 Community Development <strong>Plan</strong> for <strong>North</strong> <strong>Andover</strong> was completed. The<br />

plan was developed in response <strong>to</strong> Executive Order 418, which directed various state agencies <strong>to</strong><br />

provide assistance <strong>to</strong> cities and <strong>to</strong>wns for planning purposes. The plans were <strong>to</strong> help communities<br />

determine <strong>the</strong> best way <strong>to</strong> increase <strong>the</strong> supply <strong>of</strong> housing affordable across a broad range <strong>of</strong> income<br />

levels while balancing economic development, transportation infrastructure improvements and open<br />

space preservation.<br />

The following are Community Development <strong>Plan</strong> findings and recommendations that are relevant<br />

<strong>to</strong> this plan.<br />

• The CDP found that “<strong>North</strong> <strong>Andover</strong> does not have effective regulations <strong>to</strong> preserve its<br />

his<strong>to</strong>ric mix <strong>of</strong> single-family homes.” It recommended <strong>the</strong> adoption <strong>of</strong> zoning changes<br />

designed <strong>to</strong> discourage tear-down-and-replace development and <strong>to</strong> preserve <strong>the</strong> supply<br />

<strong>of</strong> modest single and two-family residences.<br />

• The CDP recommended developing a Comprehensive Permit Policy that:<br />

- Identifies community housing needs and priorities,<br />

- Provides guidance on preferences for affordable housing development,<br />

design and locations, and<br />

- Defines criteria that will guide comprehensive permit negotiations.<br />

The <strong>North</strong> <strong>Andover</strong> <strong>Affordable</strong> <strong>Housing</strong> and <strong>Plan</strong>ned Production plan carries out <strong>the</strong><br />

recommendations <strong>of</strong> <strong>the</strong> 2004 EO 418 Community Development <strong>Plan</strong>.<br />
