CENTRALLY SPONSORED SCHEME<br />

ESTABLISHMENT OF INDUSTRIAL TRAINING INSTITUTES (ITI s) IN NORTH<br />

EASTERN STATES AND SIKKIM<br />

THE BACKGROUND<br />

Hon’ble Prime Minister held a conference with Chief Ministers/Governors<br />

<strong>of</strong> North Eastern States and Sikkim in January 21-22, 2000 in Shillong. Home<br />

Minister, Finance Minister, Defence Minister and Deputy Chairman; Planning<br />

Commission also attended the conference. At the end <strong>of</strong> the conference Prime<br />

Minister announced an Agenda for Socio-Economic Development <strong>of</strong> these<br />

States, which, inter alia, included an item to double the number <strong>of</strong> Industrial<br />

Training Institutes (ITI s) in these States for imparting training in new trades. An<br />

outlay <strong>of</strong> Rs. 100.00 crore was earmarked for this purpose.<br />

As a sequel to the announcement <strong>of</strong> Prime Minister, a Centrally Sponsored<br />

Scheme “Establishment <strong>of</strong> Industrial Training Institutes (ITIs) in North<br />

Eastern States and Sikkim” was formulated by <strong>Directorate</strong> <strong>General</strong> <strong>of</strong><br />

<strong>Employment</strong> & Training (DGE&T) under Ministry <strong>of</strong> Labour through a series <strong>of</strong><br />

meetings with the concerned State <strong>of</strong>ficials.<br />

Pre- Scheme Vocational Training Scenario in North Eastern States and<br />

Sikkim<br />

There were 53 ITIs in North Eastern States and Sikkim with a seating<br />

capacity <strong>of</strong> 7244. The State-wise break up <strong>of</strong> ITIs and seating capacity is given<br />

below:<br />

Formulation <strong>of</strong> Scheme<br />

DGE&T under the Ministry <strong>of</strong> Labour identified critical issues, which needed<br />

to be addressed to improve the training facilities <strong>of</strong> the ITI.s. Detailed discussions<br />

were held on 10-11 th April, 26-29 th April and 12-14 th June 2000 with all 8 State<br />

Governments to finalize the proposals to set up new ITIs, augmenting facilities <strong>of</strong><br />

existing ITI.s and for introduction <strong>of</strong> new trades in North Eastern States and<br />

Sikkim.<br />

The Centrally Sponsored Scheme “Establishment <strong>of</strong> Industrial Training<br />

Institutes (ITIs) in North Eastern States and Sikkim” has an outlay <strong>of</strong> Rs.<br />

100.00 crore. State and Scheme-wise allocation <strong>of</strong> funds under the Scheme is<br />

indicated in Annex-III.<br />

SCOPE OF THE SCHEME<br />

The Scheme comprises <strong>of</strong> the following components:<br />

a) Establishment <strong>of</strong> 22 new ITIs at an estimated cost <strong>of</strong> Rs. 4988.06<br />

lakh during 2000-2003 in North Eastern States and Sikkim. Statewise<br />

locations <strong>of</strong> the new ITIs are at Annex-I.<br />

b) Strengthening/Modernization <strong>of</strong> 35 existing ITIs at an estimated<br />

cost <strong>of</strong> Rs. 4901.90 lakh during 2000-2003 in North Eastern States<br />

and Sikkim. State-wise locations <strong>of</strong> the existing ITI.s for<br />

strengthening are at Annex-II.<br />

c) Providing Technical assistance for training <strong>of</strong> faculty/<strong>sponsored</strong><br />

candidates from North Eastern States and Sikkim, conducting<br />

surveys/studies/seminars/workshops for effective implementation <strong>of</strong><br />

the <strong>scheme</strong>, at an estimated cost <strong>of</strong> Rs. 110.00 lakh<br />

Grand Total <strong>of</strong> (a), (b) & (c) = Rs. 100.00 crore.<br />

Expenditure Finance Committee (EFC) approved the Scheme in its<br />

meeting held on 11.1.2001. Cabinet approved the Scheme in its meeting held on<br />

20.3.2001. The concerned State Governments have been asked to implement<br />

the Scheme as approved by the Cabinet.


Benefits under the Scheme<br />

Through expansion and strengthening <strong>of</strong> ITIs it is envisaged to equip the<br />

youth with employable vocational skills. Keeping in view local industrial scenario,<br />

participating States have identified trades for introduction in new ITI.s as well as<br />

existing ITI.s.<br />

Introduction <strong>of</strong> long-term and short-term courses<br />

There will be two types <strong>of</strong> courses:<br />

a) Long-term trades <strong>of</strong> regular duration under the Craftsmen<br />

Training Scheme. These trades will be conducted under the<br />

National Council for Vocational Training (NCVT).<br />

b) Short-term courses under State Council for Vocational Training<br />

(SCVT). Short-term courses have been specially identified and<br />

designed to cater to the immediate training requirements in<br />

service and manufacturing sectors. Curricula for short-term<br />

vocational training courses have been prepared by Central Staff<br />

Training and Research Institute (CSTARI), Kolkata under its<br />

Project No. 150. The Course curricula have been designed by<br />

CSTARI in consultation with the concerned States as well as<br />

trades experts drawn from different institutes and industrial<br />

establishments. Duration <strong>of</strong> short-term courses ranges from 3<br />

months to 6 months.<br />

Broadly speaking, the following benefits will flow from the Scheme:<br />

1. Additional seating capacity <strong>of</strong> 3152 will be created through setting up<br />

<strong>of</strong> 22 new ITIs. State-wise addition <strong>of</strong> seats is at Annex-IV.<br />

2. Additional seating capacity <strong>of</strong> 5382 will be created through<br />

strengthening/ modernization <strong>of</strong> 35 existing ITIs. State-wise addition<br />

<strong>of</strong> seats is at Annex-V.<br />

3. A total <strong>of</strong> 312 candidates will undergo craftsmen training in DGE&T<br />

Institutes. Besides, Vocational Instructors for trades to be introduced<br />

will also be trained. State-wise number <strong>of</strong> trainees to be trained<br />

under the CTS is at Annex-VI.<br />

Thus the total addition <strong>of</strong> seats will be 8534 through long-term as well as<br />

short-term courses. Besides, candidates under CTS and Vocational Instructors<br />

will receive training in DGE&T institutes.


Implementation Schedule and Monitoring <strong>of</strong> the Scheme<br />

Implementation Schedules for civil works and equipment relating to new<br />

as well as existing ITI.s have been drawn up by DGE&T in consultation with the<br />

concerned States for better coordination and expeditious execution <strong>of</strong> the<br />

Scheme. Sanction <strong>of</strong> funds for different activities envisaged under the Scheme<br />

to the concerned States and monitoring is being done by DGE&T. Prime<br />

Minister’s Office (PMO) and Department <strong>of</strong> Development <strong>of</strong> North-Eastern<br />

Region (DDONER), Govt. <strong>of</strong> India periodically review the Scheme.<br />

Central Project Implementation Unit (CPIU) headed by Director <strong>of</strong> Training<br />

(Project), DGE&T under the Ministry <strong>of</strong> Labour is responsible for processing the<br />

state proposals and release <strong>of</strong> central shares under different components <strong>of</strong> the<br />

Scheme. A Link Officer <strong>of</strong> the rank <strong>of</strong> Joint Director from CSTARI, Kolkata has<br />

also been assigned to closely supervise the progress <strong>of</strong> implementation <strong>of</strong> the<br />

Scheme. Project Implementation Committees have also been formed at the State<br />

levels to monitor the implementation at their levels. The reviews <strong>of</strong> the <strong>scheme</strong>s<br />

are held in DGE&T every month by the Joint Secretary/DG, DGE&T.

The matter on this file relates to preparing a Brochure in Hindi, English<br />

and Assamese languages on the Centrally Sponsored Scheme “Establishment <strong>of</strong><br />

new ITI.s in North-Eastern States and Sikkim”.<br />

In this connection, it is submitted that Dr. P.D. Shenoy, Secretary,<br />

Department <strong>of</strong> Development <strong>of</strong> North-Eastern Region (DDONER), Government<br />

<strong>of</strong> India held a meeting on 23.10.2001 with DG/JS and DT(P) to review the<br />

progress <strong>of</strong> implementation <strong>of</strong> the above mentioned CSS. In the meeting interalia<br />

the following decision was taken:<br />

“ DGET will publish a Brochure in Hindi, English and Assamese<br />

languages about the Centrally Sponsored Scheme “Establishment<br />

<strong>of</strong> ITI.s in North Eastern States and Sikkim”.<br />

Brochure on the Scheme containing its salient features is placed below for<br />

approval. After approval the Brochure will be sent to Hindi Section and DAVP for<br />

translation into Hindi and Assamese respectively. Thereafter the Brochure will be<br />

published for circulation.<br />

A Review meeting on the Centrally Sponsored Scheme “Establishment <strong>of</strong><br />

new ITI.s in North Eastern States and Sikkim” was taken by DG/JS, DGE&T on<br />

3.12.2001 at 4.00 PM in her Chamber.<br />

JS, PMO, RC Tripura, Dy. RC, Nagaland, Dy. Adviser, Planning<br />

Commission, DT (P), US (Fin) and the undersigned, attended the meeting. RCs<br />

<strong>of</strong> the other concerned States and representative from DDONER could not attend<br />

the meeting.<br />

DG/JS, DGE&T briefed the participants on the progress <strong>of</strong> implementation<br />

<strong>of</strong> the Scheme. Thereafter, state-wise, component-wise progress <strong>of</strong> the Scheme<br />

<strong>of</strong> individual States was reviewed. Briefly, the status <strong>of</strong> implementation <strong>of</strong> the<br />

Scheme is as follows:<br />

process in CPIU. State-wise details <strong>of</strong> amount released and status <strong>of</strong><br />

proposals is at slip ‘X’.<br />

Under Craftsmen Training Scheme, 113 candidates from 5 N.E. States<br />

have been nominated in different DGE&T field institutes.<br />

An amount <strong>of</strong> Rs.8.09 lakh has been released.<br />

No proposals have been received from the States <strong>of</strong> Arunachal Pradesh,<br />

Sikkim and Manipur.<br />

Review meetings under the chairmanship <strong>of</strong> DG/JS, DGE&T will be held<br />

every month. Secretary (Labour) may like to see the progress <strong>of</strong> implementation<br />

<strong>of</strong> the Scheme.<br />

The matter regarding apprising Secretary (Labour) <strong>of</strong> the progress under<br />

States and Sikkim” made till date as recorded by JS/DG vide pre-page, was<br />

discussed with DT (P) today. It is understood that Secretary (L) is being apprised<br />

in the matter by DG/JS from time to time. Minutes <strong>of</strong> the review meeting taken by<br />

DG/JS, DGE&T on 28.2.2002 were endorsed to Secretary (L) and seen by him.<br />

The minutes reflect the progress made under the Scheme.<br />

Brochure on the Scheme containing its salient features is placed below for<br />

approval. After approval the Brochure will be sent to Hindi Section and DAVP for<br />

translation into Hindi and Assamese respectively. Thereafter the Brochure will be<br />

published for circulation.<br />
