Benefits under the Scheme Through expansion and strengthening of ITIs it is envisaged to equip the youth with employable vocational skills. Keeping in view local industrial scenario, participating States have identified trades for introduction in new ITI.s as well as existing ITI.s. Introduction of long-term and short-term courses There will be two types of courses: a) Long-term trades of regular duration under the Craftsmen Training Scheme. These trades will be conducted under the National Council for Vocational Training (NCVT). b) Short-term courses under State Council for Vocational Training (SCVT). Short-term courses have been specially identified and designed to cater to the immediate training requirements in service and manufacturing sectors. Curricula for short-term vocational training courses have been prepared by Central Staff Training and Research Institute (CSTARI), Kolkata under its Project No. 150. The Course curricula have been designed by CSTARI in consultation with the concerned States as well as trades experts drawn from different institutes and industrial establishments. Duration of short-term courses ranges from 3 months to 6 months. Broadly speaking, the following benefits will flow from the Scheme: 1. Additional seating capacity of 3152 will be created through setting up of 22 new ITIs. State-wise addition of seats is at Annex-IV. 2. Additional seating capacity of 5382 will be created through strengthening/ modernization of 35 existing ITIs. State-wise addition of seats is at Annex-V. 3. A total of 312 candidates will undergo craftsmen training in DGE&T Institutes. Besides, Vocational Instructors for trades to be introduced will also be trained. State-wise number of trainees to be trained under the CTS is at Annex-VI. Thus the total addition of seats will be 8534 through long-term as well as short-term courses. Besides, candidates under CTS and Vocational Instructors will receive training in DGE&T institutes.
Implementation Schedule and Monitoring of the Scheme Implementation Schedules for civil works and equipment relating to new as well as existing ITI.s have been drawn up by DGE&T in consultation with the concerned States for better coordination and expeditious execution of the Scheme. Sanction of funds for different activities envisaged under the Scheme to the concerned States and monitoring is being done by DGE&T. Prime Minister’s Office (PMO) and Department of Development of North-Eastern Region (DDONER), Govt. of India periodically review the Scheme. Central Project Implementation Unit (CPIU) headed by Director of Training (Project), DGE&T under the Ministry of Labour is responsible for processing the state proposals and release of central shares under different components of the Scheme. A Link Officer of the rank of Joint Director from CSTARI, Kolkata has also been assigned to closely supervise the progress of implementation of the Scheme. Project Implementation Committees have also been formed at the State levels to monitor the implementation at their levels. The reviews of the schemes are held in DGE&T every month by the Joint Secretary/DG, DGE&T.
