NZTA was established in August 2008 by merging Land <strong>Transport</strong> New<br />
Zealand with Transit New Zealand. NZTA is responsible for allocating transport<br />
funding on behalf of the Government. NZTA also owns and manages the state<br />
national highway network. In the <strong>Auckland</strong> region, <strong>ARTA</strong> has worked<br />
closely with NZTA to establish regional priorities for funding.<br />
In July 2008, the Government took over the assets of former private operator<br />
Toll Rail and created KiwiRail. KiwiRail also incorporated ONTRACK, which had<br />
maintained and improved the rail network in <strong>Auckland</strong> and controlled the<br />
operation of trains on the network. ONTRACK became KiwiRail Network.<br />
KiwiRail is also responsible for the mechanical maintenance of <strong>Auckland</strong>’s<br />
rolling stock and for purchasing new electric trains. KiwiRail reports to the New<br />
Zealand Railways Corporation Board.<br />
A wide range of transport operators supply bus, train and ferry services. While<br />
relationships with <strong>ARTA</strong> have been defined by tendered contracts, <strong>ARTA</strong> has<br />
also worked collaboratively with operators to improve customers’ experiences<br />
of using the network.<br />
<strong>ARTA</strong>’s staff have been key to achieving the organisation’s goals.<br />
Set up by <strong>Auckland</strong>’s territorial authorities to own and maintain the rail stations<br />
and maintain ferry infrastructure, ARTNL’s assets were transferred to <strong>ARTA</strong> in<br />
October 2007, by an Order In Council.<br />
<strong>ARTA</strong> has played an important role in maintaining and improving the quality<br />
of life in our community by having an overall, multi-modal regional view of<br />
transport priorities that is unconstrained by territorial boundaries.<br />
A number of voluntary organisations within the community, e.g. Campaign for<br />
Better <strong>Transport</strong>, act as public watchdogs for transport issues in <strong>Auckland</strong>.<br />
