Applicant’s Justification<br />

The applicant has provided the following justification in support <strong>of</strong> their proposal:-<br />

"Description <strong>of</strong> proposed fence:<br />

Open-style front fence, pillars 1.8 metres high and an exact replica <strong>of</strong> the pillars<br />

outside the front <strong>of</strong> the original house. Fencing is to be constructed using high quality<br />

materials, with visually permeable in-fill such as wrought-iron and a visually permeable<br />

sliding gate in accordance with page 32 <strong>of</strong> Section 3 – Character Retention Guidelines<br />

Mt Lawley, Menora & Inglewood – current guidelines at the time <strong>of</strong> submitting the<br />

original planning application on 8 May 2012.<br />

Grounds:<br />

The fence proposed in the planning application is in accordance with the guidelines, in<br />

particular page 32 <strong>of</strong> Section 3 – Character Retention Guidelines Mt Lawley, Menora &<br />

Inglewood which are current as at the date the planning application was submitted on<br />

8 May 2012.<br />

The proposed front fence was included in my renovation/addition plans for the<br />

purposes <strong>of</strong> added security, namely:<br />

- protecting my family, my house and my belongings from intruders and theft, in<br />

addition to<br />

- allowing young children to play in the front yard without fear <strong>of</strong> an accident, especially<br />

considering the house is located on the number 19 bus route (which means people are<br />

walking to and from the bus stop located two doors down at all times <strong>of</strong> the day and<br />

night) and I have had to report cars doing burnouts directly outside my house.<br />

My concerns regarding security have only escalated as a result <strong>of</strong> incidents that have<br />

occurred in the area, namely the assault at the Yokine Reserve on 19 August 2012,<br />

the attempted assault on the female jogger on 16 August 2012 and a particularly<br />

aggressive home invasion on 30 May 2011. My concerns on security are shared by<br />

most Menora residents; in the Community Survey Report December 2008, 65% <strong>of</strong><br />

survey participants indicated that there was a major safety and security problem in the<br />

area they lived, burglary being the highest rated problem.<br />
