Financial Implications The potential financial implications of not taking action to reduce greenhouse gas emissions are noted in the Corporate Energy Management Plan, which estimates if the City continues with a business as normal approach to energy consumption, by 2021 energy costs to the City will have increased by 52%. Undertaking specified actions in the Corporate Energy Management Plan, aiming to reduce greenhouse gas emissions, would require funding but there are significant opportunities to obtain external funding to match the City’s investment. Assuming the recommended actions are delivered over a 10 year period aligned with ongoing maintenance and capital works projects, the Corporate Energy Management Plan contends that the City could achieve considerable savings on annual energy costs by the year 2021/22. More detailed financial projections will be investigated as Officers develop the Energy Efficiency Action and Implementation Plan to mitigate carbon emissions, and prepare proposed Federal Government energy efficiency grant applications for consideration by Council. This proposal would result in a significant reduction in the City’s carbon footprint. 256

The City can demonstrate best practice, leading by example in encouraging residents to adopt energy efficiency measures. Issue Business innovation ECONOMIC Comment This proposal has the opportunity to demonstrate to City businesses that significant and long-term savings can be achieved through initial investment in energy efficiency measures. Conclusion In order to reduce greenhouse gas emissions, a Corporate Energy Management Plan was commissioned and is now presented to Council for endorsement. This plan recommends energy efficiency and alternative/renewable energy actions for the City to pursue in order to reduce energy consumption, annual energy costs and greenhouse gas emissions from property assets. It is predicted that if these actions are completed, the City could reduce property based greenhouse gas emissions by 32% which in turn could provide an overall reduction on the City’s greenhouse gas emissions by 14%. It is recommended that Council endorse the Corporate Energy Management Plan as an informing document for the development of an Energy Efficiency Action and Implementation Plan. 257
