Starting <strong>October</strong> 6, hydrocodone-combination<br />

products (HCPs) will be classified as restricted<br />

Schedule II drugs, due to action by the U. S. Drug<br />

Enforcement Administration (DEA) in August and<br />

supported by the U.S. Department of Health<br />

and Human Services. The reclassification from<br />

Schedule III will directly impact practitioners who<br />

prescribe common HCP drugs, such as Vicodin,<br />

for pain management.<br />

The rule imposes more rigorous regulatory<br />

controls and sanctions applicable to Schedule II<br />

substances on those who handle HCPs. HCPs are<br />

drugs that contain both hydrocodone, which by<br />

itself is a Schedule II drug, and specified amounts<br />

of other substances, such as acetaminophen or<br />

aspirin.<br />

Implications of the change include:<br />

• Written prescriptions are required for<br />

Schedule II drugs, except for limited,<br />

short-term quantities under emergency<br />

circumstances with no refills.<br />

• Refills may not be called into the pharmacy.<br />

• Prescriptions are restricted to three for a<br />

maximum of a 90-day supply (in contrast to<br />

Schedule III drugs, which allow for up to five<br />

refills in a six month period).<br />

• Prescriptions issued before <strong>October</strong> 6,<br />

<strong>2014</strong> that are authorized for refills may be<br />

dispensed, as long as dispensing occurs<br />

before April 8, 2015.<br />

“Almost seven million Americans abuse<br />

controlled-substance prescription medications,<br />

including opioid painkillers, resulting in more<br />

deaths from prescription drug overdoses than<br />

auto accidents,” said DEA Administrator Michele<br />

Leonhart, “This action recognizes that these<br />

products are some of the most addictive and<br />

potentially dangerous prescription medications<br />

available.”<br />
